59 <br /> <br />Regular Meeting <br /> <br />November 22, 1982 <br /> <br />Page 2 <br /> <br />AYE: Brown, Farr, Kreczmer, Craddock, Mendez, Norris. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Moore. <br /> <br />Mayor Craddock introduced for consideration a Zoning Ordinance on <br />first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY CHANGING THE ZONING OF LOT NOS. <br />96, 97, 98 AND 99 IN THE PARK ADDITION, LOCATED ON <br />WALNUT, CHESTNUT AND LBJ, FROM "R-i" (SINGLE-FAMILY <br />DWELLING DISTRICT) TO "D" (MULTI-FAMILY DWELLING DIS- <br />TRICT) . <br /> <br />Mayor Craddock then opened the public hearing. Matalie Grusendorf, <br />owner of Lots 96 and 97 spoke in favor of the zoning request and on <br />behalf of Mr. Yarrington, who owns Lots 98 and 99. They are asking <br />for multi-family zoning in an area the Master Plan designates for <br />multi-family use. A neighbor, Pat Norwood, opposed the zoning re- <br />quest. He has a single-family residence and does not want any more <br />multi-family zoning allowed in his neighborhood. Ted Breihan said <br />the area needed sidewalks on Chestnut, and housing designed so the <br />runoff would not drain on Chestnut. No one else wished to speak in <br />favor or against the zoning request, so Mayor Craddock closed the <br />public hearing. Council Member Tess Norris said she opposed the zon- <br />ing change because there was already too much density of housing in <br />the area. Mr. Brown moved to deny the Ordinance on first reading and <br />Mrs. Norris seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: Brown, Farr, Kreczmer, Mendez, Moore, Norris. <br /> <br />NAY: Craddock. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING ORDINANCE 1982-41, ADOPTED <br />SEPTEMBER 7, 1982, WHICH SET FORTH AN ITEMIZED ESTIM- <br />ATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE <br />UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE <br />FISCAL YEAR BEGINNING OCTOBER 1, 1982, AND ENDING ON <br />SEPTEMBER 30, 1983, AND APPROPRIATED MONEY FOR THE <br />VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE <br />SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- <br />ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EF- <br />FECTIVE DATE. <br /> <br />Mr. Kreczmer moved for the adoption of the Ordinance and Mrs. Mendez <br />seconded the motion, which passed unanimously. <br /> <br /> <br />
