Mayor <br />Craddock moved to confirm Mr. Galchutt and Mrs. Norris seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration confirmation of the City <br />Manager's recommendation for reappointment of Jim Michalec to the <br />Civil Service Commission. Mrs. Norris moved to approve Mr. Michalec <br />and Mrs. Mendez seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, REPEALING ORDINANCE 1971-4 WHICH <br />ESTABLISHED THE CITY OF SAN MARCOS ENVIRONMENTAL <br />ADVISORY COMMITTEE; REPEALING THE AMENDMENTS TO <br />SAID ORDINANCE AND DECLARING AN EMERGENCY. <br /> <br />Mrs. Mendez moved for the adoption of the Ordinance on emergency and <br />Mrs. Norris seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, DECLARING A POLICY ON ATTENDANCE AT <br />MEETINGS OF BOARDS, COMMISSIONS AND AUTHORITIES OF <br />SAID CITY; DIRECTING THAT THIS ORDIANNCE BE DELI- <br />VERED TO THE CHAIRMAN OF EACH BOARD, COmmISSION AND <br />AUTHORITY OF THE CITY AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading and Mr. <br />Moore seconded the motion. During discussion it was determined the <br />Chairperson of each board, commission and authority would be the <br />responsible party for determining unexcused absences. The Council <br />approved the Ordinance on first reading by unanimous vote. <br /> <br />Mayor Craddock introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY ZONING 0.50 OF AN ACRE OF LAND <br />OUT OF THE J. M.
