27 <br /> <br />Regular Meeting <br /> <br />October 18, 1982 <br /> <br />Page 3 <br /> <br />Mayor Craddock introduced for consideration approval of excess funds <br />from Certificates of Obligation for purchase of shredder for Contact <br />Treatment Plant (COs adopted by Ordinance April 5, 1982 in the amount <br />of $380,000.00). Mayor Craddock then moved this item be deleted from <br />the Agenda and not be considered by Council and Mr. Farr seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval to purchase influ- <br />enza vaccine for city employees from contingency funds. Mrs. Norris <br />moved for approval and Mr. Brown seconded the motion. On roll call <br />the following vote was recorded: <br /> <br />AYE: Brown, Farr, Kreczmer, Craddock, Mendez. <br /> <br />NAY: Moore, Norris. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Craddock introduced for consideration approval to reduce the <br />membership of the Airport Commission from 7 to 5. The Airport had <br />recommended this action be taken due to their difficulty in establish- <br />ing a quorum at their meetings. Mr. Farr moved for approval to re- <br />duce the membership and Mrs. Norris seconded the motion. During <br />discussion some Council Members felt this matter would be resolved <br />with the Ordinance they were considering declaring a policy on attend- <br />ance at meetings of Boards, Commissions and Authorities, wherein if <br />a member missed three consecutive meetings, the Chairperson of the <br />Committee notify the Council to appoint a person to fill this vacancy. <br />On roll call the following vote was recorded: <br /> <br />AYE: Craddock. <br /> <br />NAY: Brown, Farr, Kreczmer, Mendez, Moore, Norris. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Craddock introduced for consideration approval to retain outside <br />legal counsel for assistance on the watewater treatment plant permit <br />application. Mrs. Norris moved for approval of the firm of Booth, <br />Lloyd and Simmons of Austin, Texas and Mr. Brown seconded the motion, <br />which passed unanimously. Mr. Moore stated that in the future he <br />wanted all such permits to be directed to the City Attorney's office <br />and that she participate in such permits. <br /> <br />The meeting adjourned at 8:15 p.m. on motion of Mrs. Norris and second- <br />ed by Mr. Farr. <br /> <br /> Karl W.
