121 <br /> <br />CITY COUNCIL <br />REGULAR MEETING <br />September 13, 1982 <br />Page #2 <br /> <br />B. Urban Renewal Commission <br /> <br />Two full-term appointments are required as Mr. Yancy Yarbrough <br />has served long and well and Mr. John Bryant is now out of town. <br />Mr. Scott Yarbrough was presented for consideration by Mayor Craddock. <br />Mrs. Norris moved that Mr. Yarbrough's name be placed for consideration. <br />Mr. Brown provided the second, and the motion passed unanimously. <br />The votes were cast unanimously for the appointment of Mr. Yarbrough. <br />The other vacancy will be considered on the next Agenda. <br /> <br />C. Zoning Board of Adjustments and Appeals <br /> <br />One regular position is required. Dr. Gwen Smith was suggested as <br />she was previously an alternate, and her name was offered by Mayor <br />Craddock. Mr. Farr moved that Dr. Smith be considered by acclamation. <br />Mrs. Norris provided the second, and the motion passed unanimously. <br /> <br />D. Housing Authority Board <br /> <br />Three full-term positions are open. Rose Brooks and Carlos Rodriguez <br />are no longer eligible to serve. Joe B. Cox, Jr. is eligible for <br />reappointment and has been nominated by Mayor Craddock. Mayor <br />Craddock also nominated Charley Williams. Mr. Brown nominated <br />Dr. Elmer Good, Chairman of the Institute of Social Work. Mr. <br />Brown moved the names be placed for consideration. Mrs. Norris <br />provided the second, and the motion passed unanimously. Mrs. <br />Norris then moved the three names nominated be appointed by <br />acclamation. Mrs. Mendez provided the second, and the motion <br />passed unanimously. <br /> <br />Mayor Craddock introduced the consideration of approval of the <br />apPointment of a City Health Officer. One is needed. Mayor Craddock <br />had offered the name of Dr. John P. Winikates for consideration. <br />Mrs. Norris offered the name of Dr. Charles P. Anderson for <br />consideration. Mr. Farr moved that both names be accepted for <br />consideration. Mrs. Norris provided the second, and the motion <br />passed unanimously. The votes for appointment were cast as follow: <br /> <br />WINIKATES: <br />ANDERSON: <br /> <br />Craddock <br />Brown, Farr, Kreczmer, Mendez, Norris <br /> <br />Mayor Craddock suggested a letter be sent to both nominees thanking <br />them for their willingness to serve. Mr. Farr stated that they <br />both were excellent candidates. <br /> <br />The Agenda Supplement was considered at this time. Mayor Craddock <br />declared the Public Hearing open to discuss the selection of a site <br />for the proposed convention center. She then asked Mr. Dannelley to <br />speak to this item concerning: (1) the limited time frame and (2) the <br />various possible sites. Mr. Dannelley that notice had been received <br />that San Marcos along with 64 other cities would no longer be eligible <br />to apply for the UDAG after November 30, 1983. The federal government <br />decides who is eligible, and before this time, no private investment <br />had been willing to spend the money necessary for San Marcos to <br />qualify. Mayor Craddock explained that Houston investors are now <br />willing to spend the money for a hotel in San Marcos. This was <br />the starting point in making San Marcos eligible. Why the date <br />of November 30, 1982 was selected is known only to the federal <br />government. The application must be ready for submission and in <br />good form by early October. The time frame was not set by the City. <br /> <br /> <br />
