As a citizen, he would highly <br />recommend the City spending the money for knowledgable consultants. <br />Mr. Shawn added that they had spoke with their banker about 7-to-1 <br />money; the 4-to-1 money would be harder. Dr. Long asked if they <br />had considered donating the property as it would be adjacent to <br />the remainder of their property, increasing its value. Mr. Ruiz <br />asked what sort of activity they have planned. Mr. Shawn did not <br />know, as he was unfamiliar with UDAG.- He had nothing particular <br />in mind. Mr. Ruiz informed him that housing is not a part of UDAG, <br />and activities are limited. Mr. Dannelley stated that two (2) <br />motel owners had indicated willingness to offer letters, but they <br />were not in hand yet and must be a binding part of the grant. <br />Mayor Craddock advised the citizens to discuss the sites offered <br />and look at them, then let the City Council have their opinions. <br />She added that a site will be settled by City Council action next <br />Monday. Ms. Wickersham requested Washington be consulted on the <br />practicality of the alternate site proposal. Mr. Kreczmer stated <br />that the plus/minus criteria looked like loaded dice in favor of <br />the Show Barn site. Mr. Dannelley stated that this was the purpose <br />of this Public Hearing - to think of more criteria. Mayor Craddock <br />stated that the City is trying to be open and frank with the citizenry <br />on this item. Mr. Lindstrum asked if the cost of upkeep and operation <br />of a Center had been considered and even if the City really wanted <br />a Center. He suggested SWT buildings be utilized for conventions. <br />Mr. Breihan stated that the Chamber of Commerce could speak to <br />the requests for the use of a Center. Mr. Lindstrum suggested these <br />be put on paper. Mr. Dannelley stated that this would be part of <br />the application process. Mr. Kreczmer asked if the City would be <br />obligated to the County with a 99-year lease. Mr. Dannelley stated <br />that this would be the purpose of regulatory boards. Mr. Breihan <br />stated that the Fair Association had made a commitment to build <br />Phase II, Convention Center at the Show Barn site within so many <br />years. Ms. Wickersham asked if this were not done, did the property <br />revert to the original owners. Mr. Breihan stated that this had <br />changed. He then suggested the site of the present hospital. <br />Mrs. Mendez stated that it is County property. Ms. Martin asked <br />if the private investor is planning to utilize industrial revenue <br />bonds, and Mr. Dannelley advised that he is. Mr. Watkins asked <br />if the Convention Center would pay for itself. Mayor Craddock <br />stated that there are plenty of cities around that could be consulted. <br />Ms. Wickersham suggested utilization of the Welge property between <br />Loop 82 and Uhland Road. Mrs. Welge lives in Austin. Mr. Bob Hyatt <br />stated that he had attended a convention in San Angelo, and their <br />Convention Center is quite some distance from town. Their Center <br />is booked for years; with the right management, there should be <br />no worries. Mr. Farr advised that SWT facilities must be utilized <br />for student-oriented, education activities. Mayor Craddock declared <br />the Public Hearing closed. <br /> <br />Mayor Craddock opened the Public Hearing for consideration of the <br />Zoning Change. Ms. Wickersham stated that the proposed use is a <br />doctors' coop and condo suite arrangement. Mr. Moore, Planning and <br />Zoning Commissioner, stated that this was an interesting test case. <br />The Commission had delayed a request for C, Commercial Use, zoning <br />to allow the applicant to change to OP, Office-Professional Use, <br />zoning in order to give the City a margin of control. Mayor Craddock <br />declared the Public Hearing closed as there were no further comments. <br />Mayor Craddock introduced for consideration approval of an ordinance <br />on first reading, the caption which was read as follows: <br /> <br /> <br />
