APPENDIX G. <br />Art in Public Places Policy Analysis <br />Keen Independent reviewed the San Marcos Art in Public Places Policy (AIPP) and developed <br />recommendations for updating this policy based on community feedback and a review of similar city policies <br />throughout the country including: <br />Alexandria, LAPublic Art Policy(2012)and Policy on Acquired Art (2008); <br /> Austin, TX Art in Public Places Ordinance (1985); <br /> Denton, TX Public Art Policy (2013); <br /> Golden, CO Art in Public Places Handbook (2017); and <br /> Tustin, CA Preferred Public Art Policy (2018). <br />Our recommendations are as follows: <br /> For each permanent art request, the Arts Commission should consider forming a <br />subcommittee that includes a resident representative from the affected neighborhood <br /> The bylaws for the Arts Commission allows for <br />or area in which the art would be placed. <br />the formation of subcommittees as needed that include members of the public. Having an <br />option to include a representative of the community in which the artwork is placed may <br />help ensure that the artwork accurately reflects the culture of the community that it would <br />be serving. <br />This would also fall in line with the AIPP Statement of Purpose (Section A) that states: <br />“Representatives of other community boards, commissions and neighborhood associations <br />may also participate in the review process as needed.” <br /> Consider a community review process for select artworks. For artwork that is intended <br />to serve a specific community, or if the proposed location is within a designated district, <br />consider including a community review process to increase local buy-in and representation. <br />This can include: <br /> Requesting that the applicant create and/or implement a community outreach plan; <br />Notifying neighboring community or business associations that may be affected by <br />the artwork; <br /> Notifying the public in the local newspaper, on the city website and the arts <br />commission website; <br /> Implementing a community survey; or <br /> Other methods of providing a means for community input. <br />The cities of Alexandria, Denton, Golden and Tustin have some form of community review <br />process within their public art policies. <br /> <br />KEEN INDEPENDENT RESEARCH — SAN MARCOS ARTS MASTER PLAN 2022 APPENDIX G,PAGE 1 <br /> <br />
