3 <br />EXECUTIVE SUMMARY <br />HISTORY OF THE ARTS COMMISSION AND THE CITY’S ROLE OF SUPPORTING <br />THE ARTS <br />The Arts Commission was establishedby the City Council in October of 1998. The role <br />of the commission was to approve applications for Hotel Occupancy Tax (HOT) funds <br />for artistic and cultural projects and events that would bring tourism to the community. <br />Through the years, the Arts Commission has recognized the need to emphasize the <br />quality of the arts as a criteria for funding, to develop accountability for the funds being <br />distributed, and to become greater advocates for arts and culture in the community. <br />The Arts Commission has established the following Mission Statement and Goals. <br />MISSION <br />To support and contribute to the cultural vitality and economic prosperity of our city, to <br />help differentiate it from other communities, and to promote tourism to San Marcos by <br />supporting works of artistic excellence, advancing arts education, and expanding <br />participation in cultural and artistic activities. <br />Goal: BROADEN PUBLIC AWARENESS <br />Objectives: <br />1.Broaden public awareness of the availability, excellence, and diversity of the <br />arts. <br />2.Provide a variety of art forms for public enjoyment and participation. <br />3.Assist with available funding for artistic and cultural endeavors that increase <br />public awareness for the value of the arts. <br />4.Encourage artists to participate in community events, share their talents with <br />others, and serve as advocates for the arts. <br />5.Expand opportunities for artists to create and show/perform their works <br />through the development of endeavors in San Marcos. <br />6.Create, establish, and implement a city plan for permanent art. <br />Goal: ARTS EDUCATION <br />Objectives: <br />1.Strengthen the role of the arts and encourage lifelong learning in the arts. <br />2.Promote continuing arts education programs. <br />Goal: PRESERVATION <br />Objectives: <br />1.Encourage preservation of the cultural heritage of San Marcos. <br />2.Develop a long-range plan for a permanent facility for the arts. <br /> <br />
