4 <br />City of San Marcos Arts Master Plan <br />WHY AN ARTS MASTER PLAN? <br />The Arts Commission, along with members of the city staff, recognized the need to <br />develop a master plan for arts and culture in our community. A plan would guide the <br />future development and implementation of policies, infrastructure, advocacy, and <br />funding for arts and cultural opportunities for our citizens and visitors. Policy makers, <br />city staff, community businesses, and local artists could use the plan to fulfill the <br />Commission’s vision and in planning projects for San Marcos. <br />DEVELOPING THE PLAN <br />In 2009, the City Council appropriated $10,000 for the development of the plan. Art <br />Consultant, Grady Hillman was contractedto research and develop the plan. Mr. <br />Hillman, along with city staff, commission members, stakeholders, and the public <br />worked for many months to develop the plan. <br />In addition to reviewing existing plans (some dating back to 1996), meetings were held <br />with city staff members and key stakeholders in the community, and two town meetings <br />were held with citizens. The research and meetings resulted in the establishment of <br />seven focus areas to be addressed. <br />1.Spaces: Create, develop, and maintain new and existingspaces for arts and <br />cultural programming. <br />2.Accessibility: Improve the accessibility of arts and cultural programming for all <br />community members. <br />3.Arts Education: Provide and maintain opportunities and programming. <br />4.Funding: Provide and generate funding to develop and continue arts and cultural <br />programming. <br />5.City Involvement: Establish the role of the city in both arts development, and <br />staffing. <br />6.Promotion and Advocacy: Distinguish San Marcos as an arts and cultural <br />destination. <br />7.Events: Develop and continuenew and current events. <br />RECOMMENDATIONS <br />The Arts Commission reviewed all of the recommendations that were brought forth from <br />the planning process and established these items as the top priorities to be addressed. <br />These recommendations will have the greatest impact upon the establishment of San <br />Marcos as an emerging art community. <br />Spaces <br />Develop and build a community cultural and performing arts center. <br />Develop sculptural walking trails along the river corridor and in the natural areas. <br />Develop a central arts district. <br /> <br />
