7 <br />INTRODUCTION <br />The purpose of the Arts Master Plan isto develop a five-year strategic plan that defines <br />the role of the City of San Marcos in supporting the arts, and the role of the arts <br />community in accomplishing the City’s broader goals of quality of life and economic <br />development. <br />APPROACH <br />The planning process engagedthe participation of key stakeholders, artists, and <br />community members in the Arts Master Plan, establishinggoals and objectives to <br />provide the frameworkfor orderly and consistent planning and development of arts and <br />culture in San Marcos. In addition, the Arts Master Plan includesan asset inventory of <br />San Marcos, identifying cultural assets in a Schematic Layout Map. <br />Arts planner Grady Hillman has utilized a synergistic approach in developing the San <br />Marcos Arts Master Plan, building upon existent culturally relevant plans and processes. <br />The initial phase of the planning process involved identifying community-engaged <br />cultural planning documents, whichfocused wholly or in part on the role of the arts. <br />These existent arts-related needs assessments and recommendations have been <br />organized in historical summaries with recommendations culled from the available <br />documentation. <br />Having completed the research,Hillman conducted interviews with key stakeholders <br />identified by the San Marcos Arts Commission to develop an informed set of <br />recommendations which was organized for community input. In addition, Hillman and <br />his staff produced aninventory of San Marcos arts assets based on input from the Arts <br />Commission, the Parks and Recreation department, stakeholder interviews and <br />independent research. <br />The next phase of the planning process involvedpublic presentations of the preliminary <br />plan and arts inventory to survey community support for the recommendations <br />presented and elicit new recommendations and community arts assets to be included in <br />the arts inventory. <br />The final component of the Arts Master Plan containsthe combined recommendations <br />from both sources of community input, which are intended for use in prioritizing the <br />needs of future cultural development. <br /> <br />
