6 <br />City of San Marcos Arts Master Plan <br />IMPLEMENTING THE PLAN–WHAT ARE THE NEXT STEPS? <br />The Arts Commission recommends that the following steps must be taken if the master <br />plan is to become a working document. <br />1.The Community Services Parks and Recreation Division needs additional staff <br />support for the coordination and promotion of the arts. Employ a Cultural Arts <br />Coordinator to assist with the development of youth and adult arts programs, <br />organization of special art events, promotion of community art assets, and <br />advocacy of the arts master plan. The estimated cost for this position is $50,000 <br />per year including salary and benefits. <br />2.Establish a general fund budget line item specifically for the implementation of <br />the arts master plan. These funds would be used to implement programs, <br />events, promotional materials, etc. <br />3.Implement a “Percent for the Arts” policy. This policy would apply to all publically <br />funded capital improvement projects. Suggest that privately funded development <br />projects include public art as part of the Land Development Code and/or PDD <br />Agreements. <br /> <br />
