Objectives: <br />Create funding mechanism(s) for the area designated as the Central Arts District; <br /> Establish an Arts District Development Task Force to identify the location for, and <br />implement the creation of the Central Arts District; and <br /> Develop Art in Public Places Program. Identify areas of the city that could be used for <br />murals/public art displays. <br />Arts Master Plan (2012) <br />In 2012, the City commissioned an Arts Master Plan to direct future growth, execution of guidelines, <br />infrastructure, sponsorship and funding for arts and cultural opportunities in the City of San Marcos. The <br />San Marcos Arts Commission states, “Our Vision for San Marcos is a city in which artistic excellence is <br />celebrated, supported, and available to all.” <br />Seven focus areas were identified through the community and stakeholder engagement process. The <br />following recommendations for each focus area were established by the Arts Commission as priority action <br />items with the most potential impact: <br /> Spaces. Create, develop and maintain new and existing spaces for arts and <br />cultural programming; <br /> Develop and build a community cultural and performing arts center; <br /> Develop sculptural walking trails along the river corridor and in the natural areas; and <br /> Develop a central arts district. <br /> Accessibility. Improve the accessibility of arts and cultural programming for all <br />community members; <br /> Facilitate parking and enhance safety near the Square; and <br /> Transform city alleyways into cultural passageways with public art, murals and illumination <br />at night. <br /> Arts education. Provide and maintain opportunities and programming; <br /> Encourage and support K-12 arts program in the public schools with dedicated art teaches at <br />each elementary and middle school; <br /> Strengthen partnerships with arts educators, arts resource providers and the University; and <br /> Support and advance lifelong and intergenerational education in the arts. <br /> Funding. Provide and generate funding to develop and continue arts and <br />cultural programming; <br /> Implement a “Percent for the Arts” program to fund public art installations; and <br /> Increase the appropriation of Hotel Occupancy Tax Funds for the arts. <br /> <br />KEEN INDEPENDENT RESEARCH — SAN MARCOS ARTS MASTER PLAN 2022 APPENDIX C,PAGE 4 <br /> <br />
