City involvement. Establish the role of the city in both arts development and staffing; <br /> Promote a variety of cultural activities and attractions in the downtown area; <br /> Include the development of a central arts district, an Arts & Cultural Center and Art in Public <br />Places policy in the City’s Comprehensive Master Plan; and <br />Allocate funding for a Cultural Activities Coordinator to develop the strategy and model to <br />implement a vibrant city cultural arts program. <br />Promotion and advocacy.Distinguish San Marcos as an arts and cultural destination. <br />Develop a cohesive cultural agenda and arts calendar; <br /> Develop an interactive and communicative arts website that allows for easy linkages to <br />various arts and cultural venues and events; <br /> Create an affiliate multi-disciplinary arts organization in San Marcos that serves as an <br />advocacy organization for the arts; and <br />Develop a strategy for using the arts to define San Marcos as an arts destination to <br />promote tourism. <br /> Events. Develop and continue new and current events. <br /> Hold a fine arts festival involving everyone in the arts community (visual, performing, etc.); <br />and <br /> Expand the incorporation of the arts into the Farmers Market with music, crafts <br />and publicity. <br />The following implementation steps were recommended by the Arts Commission to execute the <br />2012 Arts Master Plan: <br />Employ a Cultural Arts Coordinator to assist with the development of youth and adult arts <br />programs, organization of special art events, promotion of community art assets and advocacy of <br />the arts master plan. <br />Establish a general fund budget line item specifically for the implementation of the arts master <br />plan. These funds would be used to implement programs, events, promotional materials, etc. <br />Implement a “Percent for the Arts” policy. This policy would apply to all publicly funded capital <br />improvement projects. Suggest that privately funded development projects include public art as <br />part of the Land Development Code and/or PDD Agreements. <br />Downtown Master Plan (2008) <br />The San Marcos Downtown Master Plan was developed from the 1996 Horizons plan and builds upon other <br />earlier master planning efforts from that time. As part of the vision plan section, the document states, <br />“Great downtown environments engage both the sense and intellect with diverse and detailed architectural <br />facades, preservation of key views, engaging signage, attractive furnishings, colorful planting, sidewalk <br />commerce, public art, and many other points of detail.” <br /> <br />KEEN INDEPENDENT RESEARCH — SAN MARCOS ARTS MASTER PLAN 2022 APPENDIX C,PAGE 5 <br /> <br />
