Campus Edge University Strategic Plan (2007) <br />The Campus Edge University Strategic Plan was developed in collaboration with Texas State University and <br />the City of San Marcos in an effort to align economic development, resources, services and population <br />growth planning. The plan responds to various actions proposed in the previous University Master Plan, <br />adopted in 2005. <br />Through the development process, guiding principles were established under the topics of identity, <br />community, natural environment architecture and mobility. Under the natural environment topic, it states, <br />“Identify locations appropriate for public art to enhance the visual character of the environment and to <br />provide instructive day-to-day experience.” <br />Proposed projects from the plan which mention performing and public arts include: <br /> Arboretum.As part of a scenic walkway for the campus and a scenic drive along a heavily <br />traveled road, the plan identifies the opportunity for public art to be included to enhance <br />the aesthetic appearance of this pathway. <br /> Fine Arts and Communication Center. A newly constructed four-story building was <br />proposed to house the University music, theatre and dance programs, situated at a major <br />entrance to the campus. The project proposes collaborative use of the facility by San Marcos <br />Consolidated Independent School District for performances. A 450-space parking garage was <br />associated with this proposal. <br />Common Themes <br />This review of master plans provides a summary of the diverse ways that the City of San Marcos has <br />supported the continued planning and investment in arts and cultural programming and infrastructure. <br />While some of the items from these plans have been implemented, there are several unfulfilled action items <br />that are still being requested by the community, particularly for the formation of a city-funded arts <br />nonprofit and the establishment of a community arts center. Some of the common themes that emerged in <br />this review include: <br /> Support for the establishment of a mixed-use arts center or performing arts center; <br /> Investment in public art as part of the identity and beautification of San Marcos; <br /> Interest to expand operational support for the arts through City Staff or a city-funded <br />nonprofit organization; <br /> Opportunities identified for funding mechanisms to support the arts; <br /> Desire to establish cultural and historical districts; <br /> Attract businesses and creative professionals to move to San Marcos; and <br /> Enhance accessibility to the arts for the underserved and children. <br />KEEN INDEPENDENT RESEARCH — SAN MARCOS ARTS MASTER PLAN 2022 APPENDIX C,PAGE 7 <br /> <br />
