APPENDIX D. <br />San Marcos Open House Analysis <br />Keen Independent and the San Marcos Convention and Visitor’s Bureau (CVB) hosted a public open house at <br />the Price Center in San Marcos on July 28, 2021. More than 50 people were in attendance, representing a <br />variety of stakeholders such as the Arts League, Arts Commission, City Council, arts educators, musicians, <br />visual artists and community members. Participants were engaged with the activities, offering a wide variety <br />of ideas and feedback for the Arts Master Plan. <br />Keen Independent presented preliminary findings and shared early recommendations for the San Marcos <br />Arts Master Plan 2022. Following the presentation, the participants were invited to provide feedback at four <br />different stations: <br />Feedback on initial findings; <br />What’s the big idea?; <br />Cultural maps review; and <br />Vision San Marcos (CVB). <br />Below, we provide an analysis of feedback from these stations. <br />1. Feedback on Findings <br />Participants wrote on index cards to provide feedback on preliminary recommendations for the Arts Master <br />Plan based on four areas: plan for the future, enhance current resources, support the underserved and <br />centralize city resources. Comments were added to individual folders to allow for anonymous feedback. The <br />preliminary recommendations are listed after each area below, followed by the associated feedback. <br />Plan for the future. Keen Independent presented the following initial recommendations on ways to plan for <br />the future: <br /> Prepare for future performing and fine arts investments; <br />Conduct a feasibility study for a new performance facility; and <br /> Explore revenue-generating tax incentives. <br />Open House participants provided comments based on these recommendations, which were grouped into <br />several categories as part of the analysis. <br />Funding and tax incentives. Several participants presented ideas for funding structures and incentives to <br />support the development of the arts in San Marcos. <br /> “Percentage for art on all public works, even if small.” <br /> “Tax incentives or breaks for \[illegible\] live music and performance spaces.” <br /> “FUND the arts and culture.” <br /> “Incubator funds for arts businesses?
