<br />Mayor Pro-Tem Karl Brown called the meeting to order at 7:30 p.m.
<br />
<br />Mr. Brown introduced for consideration approval of the minutes of the
<br />Regular Meeting held September 13, 1982. Mr. Kreczmer moved to approve
<br />the minutes and Mr. Farr Seconded the motion. On roll call the follow-
<br />ing vote was recorded:
<br />
<br />AYE: Brown, Farr, Kreczmer, Mendez, Norris.
<br />
<br />NAY: None.
<br />
<br />ABSTAIN: Moore.

<br />Mr. Brown introduced for consideration approval of the minutes of the
<br />Special Meeting held September 20, 1982. Mr. Farr moved to approve
<br />the minutes and Mrs. Mendez seconded the motion, which passed unani-
<br />mously.
<br />
<br />Mr. Brown introduced for consideration approval of appointments to
<br />the Planning Commission. Mr. Farr stated he would like to see a
<br />liaison attend both Planning and Zoning Commission meetings and
<br />thought it would be acceptable that the liaison be on a rotation
<br />basis. Mrs. Norris said she would like there to be an inclusion
<br />that if a member missed three consecutive meetings, they be replaced.
<br />City Attorney Barbara Edwards stated a Resolution could be prepared
<br />and directed to the Commissions stating the Council's wishes concern-
<br />ing a liaison attend both Commissions' meetings on a regular basis.
<br />There was a discussion concerning whether members should be re-
<br />placed after three consecutive absences from meetings or three unex-
<br />cused consecutive meetings. Mr. Farr then directed two Resolutions be
<br />prepared: (1) the Commissions have an appointee, by rotation, attend
<br />all Planning and Zoning meetings, and (2) a Resolution concerning three
<br />unexcused absences on all Boards be prepared, and it was the consensus
<br />of the Council they be prepared.
