Womack <br />Barbara Jean Edwards <br />Earl Williams <br />Ronnie Dannelley <br />Oscar Carpenter <br /> <br />Also present: Melissa Millecam, Jeff Watkins, Billy Moore, Berry James, <br />Brenda Smith, Shirley Wickersham, Jim Gandy, Jack Lindstrom, Chuck Willis, <br />Jackie Matthys, John Anderson, Jane Wilson, Ray Harper and others. <br /> <br />Mayor Craddock called the meeting to order at 7:45 p.m. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, SETTING FORTH AN ITEMIZED ESTIMATE <br />OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE <br />UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR <br />THE FISCAL YEAR BEGINNING ON OCTOBER 1, 1982, AND <br />ENDING ON SEPTEMBER 30, 1983, AND APPROPRIATING <br />MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH <br />ESTIMATE; APPROPRIATING MONEY TO PAY INTEREST AND <br />OUTSTANDING INDEBTEDNESS; PROVIDING A SAVINGS CLAUSE <br />FOR THE REPEAL OF ALL ORDINANCES AND APPROPRIATIONS <br />IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE <br />AND DECLARING AN EMERGENCY. <br /> <br />Mr. Farr moved for the adoption of the Ordinance and Mrs. Norris se- <br />conded the motion. Mrs. Mendez said she could not support the 2% <br />merit increase and felt that some of the new personnel requests need- <br />ed to be cut. Mr. Kreczmer voiced objection to the salary plan and <br />particularly objection to the merit portion. Mr. Brown stated he <br />would like to see two full-time positions in par~maintenance rather <br />than 1 1/2 positions and a park ranger. City Manager Gonzalez said <br />that we were in hopes of a police officer covering as a park ranger <br />on a seasonal basis and could possibly use the 1/2-time position in <br />parks maintenance to pay the overtime. Mr. Kreczmer pointed out the <br />duplication of $20,000 in the bond program and in the budget in the <br />utility fund for the Care-Inn lift station. On roll call the follow- <br />ing vote was recorded: <br /> <br />AYE: Brown, Farr, Craddock, Moore, Norris. <br /> <br />NAY: Kreczmer, Mendez. <br /> <br />ABSTAIN: None. <br /> <br /> <br />
