City Council Meeting Minutes April 5, 2022 <br />are poor. This includes the region and outskirts. Community organizations and <br />housing authorities are serving the community. He wonders if we would add <br />pressure on the University for funding and donating for more youth -oriented <br />items or families that are in need. He stated <br />the vegetation scene and suggested that we emphasize infrastructure that will <br />help farmers since crops are hard to harvest because there is a lack of workers. <br />He feels this would provide overall health for the community. <br />R.W. McDonald, applicant of the proposed project. He noted that the adjacent <br />residential neighborhood to this parcel had been discussed previously. He is <br />still looking at an industrial product here. He stated buffers are contemplated <br />and he envisioned an industrial product. He would like to not rezone the <br />property adjacent from Saddlebrook at this time and for now only rezone the <br />property that is interior in Whisper South. He would like to work with <br />Saddlebrook managers, city council and Planning and Zoning to work on how <br />to develop the tract near Saddlebrook. He is available to answer questions <br />There being no further speakers, Mayor Hughson closed the Public Hearing at <br />6:38 p.m. <br />A motion was made by Council Member Gleason, seconded by Mayor Pro <br />Tem Scott to approve Ordinance 2022-26 with the amended zoning map and <br />restrictive covenants. <br />Council Member Baker would like to know why the Whisper committee didn't <br />bring a recommendation. Ms. Mattingly stated zoning cases is not sent to the <br />committee. The Planning department only sends negotiations of development <br />agreements. <br />Mayor Hughson inquired how will potential noise and smell be addressed? Ms. <br />Mattingly stated it is 350 feet from the property to the community. <br />Mr. McDonald stated he understands the staff recommending neutral because <br />originally rezone 54 acres and then planning and zoning decided to remove the <br />large property along Saddlebrook. Staff did not support this zoning due to <br />certain uses possible in this zoning district. He stated the wall along property <br />boundary will help with further discussion to mitigate noise or additional uses <br />but this property is for storage and/or warehouse buildings, no food processing <br />or noisy use. <br />Council Member Gleason would like to know if this item can go back to <br />City of San Marcos Page 5 <br />
