Attachment SC <br /> EXHBIT 1 <br /> SCOPE OF SERVICES AND DELIVERABLES <br /> PROJECT UNDERSTANDING <br /> Freese and Nichols,Inc.(FNI)understands that the City of San Marcos(City)seeks assistance in completing <br /> a Wastewater Master Plan.This study will utilize the population, demographics and land use assumptions <br /> that are being developed as part of the City's 2022 Comprehensive Plan.This project will provide updated <br /> wastewater flow projections for existing, 5-year, 10-year,and 25-year conditions. <br /> The existing wastewater model will be updated and calibrated to current conditions. Wastewater system <br /> modeling will be performed for existing, 5-year, 10-year, and 25-year conditions to develop capacity- <br /> driven improvement alternatives for wastewater system improvements. An assessment of the <br /> wastewater treatment plant's capacity will be conducted to identify the timing and potential location of <br /> additional treatment capacity. FNI will also review condition and criticality scoring criteria with City staff <br /> and evaluate the City's asset management database and dashboard to identify opportunities to improve <br /> risk-based scoring. Condition and criticality recommendations will be formatted to directly interface with <br /> existing City database management systems. <br /> A comprehensive wastewater system capital improvements program (CIP) will be developed that <br /> incorporates growth-related capacity improvements,wastewater treatment plant recommendations,and <br /> rehabilitation improvements. Project descriptions, cost estimates, drivers,triggers, and mapping will be <br /> developed and documented in a Wastewater Master Plan report. <br /> BASIC SERVICES <br /> Task A: Project Management <br /> Al. Proiect Kickoff Meeting: Meet with the City to review the scope, project team, schedule, <br /> communication strategy,and data requirements. Develop and submit a data request memorandum. <br /> A2. Data Collection: Provide a project SharePoint site to streamline collaboration and sharing of project <br /> related information. Collect and compile information from the City including previous reports, <br /> updated GIS files, recently constructed wastewater system improvements, water production data, <br /> wastewater flow data, Wastewater Treatment Plant capacity, and utility billing data. <br /> A3. Proiect Management Activities: Conduct routine project management activities including monthly <br /> progress reports, project accounting, invoicing,and project coordination. <br /> Task B: Population and Wastewater Flow Projections <br /> 131. Evaluate Historical Population and Wastewater Flow Data: Collect planning data from City on land <br /> use assumptions, population projections, and developer agreements within the City's wastewater <br /> service area. Review previous ten years of Wastewater Treatment Plant Discharge Monitoring <br /> Report(DMR)data. Review and compile land use assumptions and population projections obtained <br /> from the various data sources, including the 2022 Comprehensive Plan, when available. Collect <br /> water consumption data for retail customers. Evaluate lift stations and WWTP influent to calculate <br /> Page 1 of 8 <br />
