Attachment SC
dry weather per capita and peaking factors for the City's service areas. Evaluate seasonal variation
of flows generated by institutional customers or other significant factors.
B2. Evaluate Future Service Areas and Develop Wastewater Flow Projections: Refer to the City's
Comprehensive Plan for wastewater service area and develop growth assumptions for future
wastewater customers. Determine expected per-capita wastewater generation and develop
wastewater flow projections for 5-year, 10-year,and 25-year planning horizons.
B3. Progress Meeting #1: Attend and facilitate a meeting with City to review wastewater flow
projections.
B4. Wastewater Flow Projections Technical Memorandum: Prepare a Technical Memorandum
summarizing the proposed population and wastewater flow projections. An electronic PDF file of
the Technical Memorandum will be submitted to the City. Comments or edits to the memorandum
will be incorporated into the Master Plan report.
Task C: Wastewater Model Development and Calibration
C1. Flow Meter Preparatory Work: Review existing collection system to identify temporary wastewater
flow metering sites. Perform reconnaissance of the metering sites to determine the suitability for
metering based on hydraulics and accessibility during rainfall periods.
C2. Temporary Flow Meter Installation and Data Collection: Install, maintain, and remove fifteen (15)
temporary velocity/depth recorders to monitor wastewater flow. Velocity and depth readings will
be obtained at 15-minute intervals. The flow metering equipment will be maintained, and data
collected for a period of sixty (60) days to cover representative dry weather flows and any rainfall
events which may happen to occur. Two (2) rainfall gauges will also be installed within the study
area to obtain localized rainfall data._FNI will provide recommendations, if any, for supplemental
metering of pumped flows during the field measurement period and coordinate data collection
efforts with operations staff. No additional field data collection by FNI is included in this contract
C3. Flow Data Analysis and Evaluation: Reduce raw field monitoring data collected by the temporary
flow monitoring units and City maintained flow monitoring units, and consolidate data into a
uniform format. Tabulate 15-minute flow data for the entire flow monitoring period. Evaluate flow
meter data to quantify base average dry weather flow, peak dry weather flow, and peak wet
weather flow rates, quantity of infiltration and inflows from each sewer basin, and update
recommendations for infiltration and inflow allowances.
C4. 1/1 Characterization and Ranking: Flow data will be compared with rainfall data to determine amount
of inflow and infiltration experienced during selected storm events. Utilize temporary flow data to
characterize the 1/1 in the wastewater collection system. Mapping will be developed for all the flow
meter basins to characterize and rank the basins by the amount of 1/1 entering the collection system.
The mapping will provide the City with an understanding of basins where higher amounts of
infiltration and inflow are entering the system.
C5. Wastewater Model Update: Utilize City's GIS data to update the existing InfoWorks ICM model.
Review model network to identify and correct data gaps and connectivity, size, invert elevation, and
reverse-grade errors. Update lift stations in the wastewater model, including most recent pump
Page 2 of 8
