Attachment SC <br /> Task H: Wastewater Capital Improvement Plan and Master Plan Report <br /> H1. Develop Wastewater System Improvements: Recommend new and upgraded gravity pipelines, lift <br /> stations, and force mains necessary to convey peak wet weather flows without overload for 5-year, <br /> 10-year, and 25-year planning horizons. Conduct iterative modeling simulations to optimize <br /> capacity project recommendations. Project development will include evaluation of capacity projects <br /> on the City's current 5-year CIP and incorporate or modify such projects accordingly. <br /> H2, Progress Meeting #6: Attend and facilitate a meeting with City to review the draft wastewater <br /> improvements. <br /> H3. Prepare Phased Improvements and Cost Estimates: Prepare a prioritized,scheduled comprehensive <br /> Capital Improvement Plan for all recommended wastewater conveyance projects. Collect and <br /> compile local construction cost data from City bids, in-house construction, and other local sources <br /> to serve as a foundation for accurate project cost estimating. Prepare cost estimates including <br /> acquisition, engineering, and construction in 2023 dollars for each project. Construction estimates <br /> will include contingencies commensurate with the type of project and planning horizon. Develop <br /> project prioritization criteria in conjunction with the City, rank projects by priority, and define <br /> completion year schedules, assigning costs to the 5-year, 10-year, and 25-year planning periods. <br /> Develop and recommend scheduling options for renewal and lift station elimination projects <br /> considering system age targets, budget limits, staff capacity limitations, and in-house construction <br /> capabilities(e.g. slow, moderate,aggressive). Prepare wastewater CIP cost schedules broken down <br /> by project/infrastructure type. Prepare system maps showing proposed capital projects, including <br /> prioritization and recommended in-service dates. <br /> H4. Develop Capacity Scoring Criteria: Develop scoring criteria for conveyance improvements to be <br /> incorporated into the City's Condition/Criticality (Risk) Dashboard. Capacity scoring criteria will be <br /> developed in conjunction with the City and utilize a scale consistent with the risk-based scoring <br /> currently employed within the City's Risk Dashboard. <br /> H5. Prepare Draft Master Plan Report: Prepare a Wastewater Master Plan report that summarizes all <br /> components of the project. An electronic PDF file of the Draft Report will be submitted to the City. <br /> City will provide written comments on the report and submit to FNI for one round of commenting <br /> prior to finagling the report. <br /> H6. Finalize Master Plan Report: Revise master plan report based on comments received on Draft <br /> Report. Submit five (5) copies of the final master plan report to the City along with an electronic <br /> PDF,GIS files, and wastewater hydraulic model files. <br /> H7. Present Final Recommendations to City Council: Present summary of the Wastewater Master Plan <br /> to the City Council in a special work session. <br /> ADDITIONAL SERVICES: <br /> FNI will provide the City a proposal upon request to initiate any additional service as detailed below. <br /> Page 7 of 8 <br />
