Attachment SC Task H: Wastewater Capital Improvement Plan and Master Plan Report H1. Develop Wastewater System Improvements: Recommend new and upgraded gravity pipelines, lift stations, and force mains necessary to convey peak wet weather flows without overload for 5-year, 10-year, and 25-year planning horizons. Conduct iterative modeling simulations to optimize capacity project recommendations. Project development will include evaluation of capacity projects on the City's current 5-year CIP and incorporate or modify such projects accordingly. H2, Progress Meeting #6: Attend and facilitate a meeting with City to review the draft wastewater improvements. H3. Prepare Phased Improvements and Cost Estimates: Prepare a prioritized,scheduled comprehensive Capital Improvement Plan for all recommended wastewater conveyance projects. Collect and compile local construction cost data from City bids, in-house construction, and other local sources to serve as a foundation for accurate project cost estimating. Prepare cost estimates including acquisition, engineering, and construction in 2023 dollars for each project. Construction estimates will include contingencies commensurate with the type of project and planning horizon. Develop project prioritization criteria in conjunction with the City, rank projects by priority, and define completion year schedules, assigning costs to the 5-year, 10-year, and 25-year planning periods. Develop and recommend scheduling options for renewal and lift station elimination projects considering system age targets, budget limits, staff capacity limitations, and in-house construction capabilities(e.g. slow, moderate,aggressive). Prepare wastewater CIP cost schedules broken down by project/infrastructure type. Prepare system maps showing proposed capital projects, including prioritization and recommended in-service dates. H4. Develop Capacity Scoring Criteria: Develop scoring criteria for conveyance improvements to be incorporated into the City's Condition/Criticality (Risk) Dashboard. Capacity scoring criteria will be developed in conjunction with the City and utilize a scale consistent with the risk-based scoring currently employed within the City's Risk Dashboard. H5. Prepare Draft Master Plan Report: Prepare a Wastewater Master Plan report that summarizes all components of the project. An electronic PDF file of the Draft Report will be submitted to the City. City will provide written comments on the report and submit to FNI for one round of commenting prior to finagling the report. H6. Finalize Master Plan Report: Revise master plan report based on comments received on Draft Report. Submit five (5) copies of the final master plan report to the City along with an electronic PDF,GIS files, and wastewater hydraulic model files. H7. Present Final Recommendations to City Council: Present summary of the Wastewater Master Plan to the City Council in a special work session. ADDITIONAL SERVICES: FNI will provide the City a proposal upon request to initiate any additional service as detailed below. Page 7 of 8
