Sec. 14.382. Appeals. <br />Under this division, any licensee who has been denied a license or whose license or registration has been <br />suspended or revoked may file a petition with the municipal court within ten (10) days of the date of the denial, <br />suspension, or revocation. The licensee shall also file a copy of the petition with the Building Official on the same <br />day that the petition is filed with the municipal court. The municipal court will give all parties at least three (3) days <br />notice of the hearing. The municipal court judge will determine whether there is a reasonable basis for the license <br />denial, suspension, or revocation. PERMITS AND INSPECTIONS FOR CONTRACTORS <br />DIVISION 1. BUILDING CONTRACTORS <br />Sec. 14.451. Building permit—Required. <br />(a) It is unlawful for a person to perform any work requiring a building permit under the terms of this chapter <br />without first applying for and obtaining a building permit for the work. <br />(b) Before a building permit is issued, all state regulations and laws shall be met, and a final plat, floodplain <br />permit, and site development permit, if required, shall have been approved and filed for record. <br />(c) If the scope of work is increased during the construction period relative to the work authorized to be done <br />under the permit, the permit holder shall file an amended permit application and pay additional fees that are <br />assessed based on the increase in scope prior to beginning any work not covered by the original permit. <br />( Ord. Permit applications; fees. <br />(a) All building contractors or property owners who intend to perform work under this chapter shall apply for <br />and obtain a permit from the building inspections office, unless the person or work meets the requirements <br />of an exception in this article. <br />(b) If the scope of work is increased during the construction period relative to the work authorized to be done <br />under the permit, the permit holder shall file an amended permit application and pay additional fees that are <br />assessed based on the increase in scope prior to beginning any work not covered by the original permit. <br />( Ord.
