The motion carried unanimously. <br />MOTION: Upon a motion made by Councilmember Bose and a second by <br />Councilmember Couch, the City Council voted five (5) for and none (0) opposed, with <br />Councilmember Guerrero and Councilmember Jones absent from the dais, to approve <br />item 17, Resolution 2008 -33R, as previously captioned. The motion carried unanimously. <br />MOTION: Upon a motion made by Councilmember Couch and a second by <br />Councilmember Thomaides, the City Council voted six (6) for and none (0) opposed, <br />with Councilmember Jones absent from the dais, to approve item 18, Resolution 2008- <br />3 4R, as previously captioned. The motion carried unanimously. <br />MOTION: Upon a motion made by Councilmember Guerrero and a second by <br />Councilmember Couch, the City Council voted seven (7) for and none (0), to approve <br />item 20, Resolution 2008 -36R, as previously captioned. The motion carried unanimously. <br />End of Consent Agenda <br />23. Discussion res!ardins! provisions of the San Marcos City Charter needing to be <br />addressed by the Charter Review Commission and direction to staff. <br />Michael Cosentino, City Attorney, stated that the Charter Review Commission has <br />requested input from staff and council. He reported that staff has provided input, and this <br />is the opportunity for council to provide input as well. <br />Councilmember Couch requested that the City Clerk have the same residency <br />requirements as the City Manager and City Attorney. <br />Mayor Narvaiz asked that we find ways to make city government efficient such as <br />reducing the number of required readings to two. <br />Councilmember Thomaides asked they study the election process as it relates to <br />campaign financing /contribution limitations and looking at the run -off dates and carrying <br />the election by majority as opposed to plurality. <br />Councilmember Guerrero asked for precise definitions for the requirements for serving <br />on Planning and Zoning, and asked if the same should apply to other boards and <br />commissions. <br />24. Discussion on the status of EMS in San Marcos and Hays County and direction <br />to staff. <br />Tom Partin began with a brief history of the San Marcos — Hays County E.M.S., Inc., <br />which was formed in 1983. He reported units in San Marcos are doing about 62% of the <br />calls in Hays County.
