Councilmember Guerrero said <br />we need to work together as a city and with area communities to resolve these issues. <br />25. Discussion res!ardins! improvements to McCarty Lane and direction to staff. <br />Mayor Narvaiz reported on a Town Hall meeting held by the county judge. It is <br />important after the hearing the comments from the community that Council honor the <br />planning work that has gone before. <br />Sabas Avila and Laurie Anderson presented a proposal detailing afive -lane section <br />transitioning to the four -lane section to be built by the county with cost and timeline <br />breakdowns. Design and right -of -way acquisition would be done concurrently, <br />approximately six months. The normal bidding process would be a three month process, <br />followed by a ten month construction schedule. The complete schedule would take 19 - <br />21 months. Associated costs would be: 1) design would be $360,000; 2) right -of -way <br />acquisition would be $1 million; and 3) construction would be $7.8 million for a total <br />cost of approximately $9.2 million. <br />Mayor Narvaiz reported that TXDOT has appropriated $2 million that may be advanced <br />to the City for this construction to help offset the cost to the City. Ms. Anderson reported <br />that the allowable reimbursable amount from TXDOT for the complete project is <br />$15,840,000. Council concurred that the City would be responsible for the construction <br />of the five -lane road to the four -lane transition piece. The County would be requested to <br />construct the 750' four -lane section. Staff was directed to accurately reproduce on a map <br />what has been agreed to tonight. <br />26. Presentation by Michelle and Ben Kvanli rmardins! the U.S. Canoe and Kayak <br />Team and the Rio Vista Falls Canoe and Kayak Event. <br />Michelle Kvanli did a presentation on San Marcos and the Red River Racing Team. The <br />challenge is to prepare for the next event now that word is out about our white water <br />course. A permanent set of poles and cables is needed on river right, just like the current <br />cables on river left. The event garnered a lot of media attention, and they have <br />announced to the world we are a premier winter training ground. They are planning to <br />hold a Junior Qualifying Event qualifier in the spring, and they are hoping to have some <br />area Olympians in the 2008 games. Also, San Marcos will be hosting the Junior Olympic <br />champions in 2009. Ms. Kvanli reported that one of the athletes last month works under <br />the head of Junior Olympic Development, and stated they would be bringing a good <br />report back to headquarters. Another event being planned is to host a winter slalom <br />series. <br />27.
