ARTICLE VII <br />CIRCULATION AND CONNECTIVITY <br />Section 7.01 General Provisions. Circulation and Connectivity within Cotton Center will consist of a network <br />of Boulevards, Avenues, and Neighborhood Streets. <br />The Parties acknowledge that prior to or concurrent with the submittal of the each Subdivision Concept Plat <br />application for development on the Property or any portion thereof (1) a Traffic Impact Analysis (the "TIA") will <br />be required, and (2) the City shall approve of the scope of the TIA, and such scope shall be evaluated based on <br />the traffic impacts of the development proposed within the Subdivision Concept Plat on the internal and external <br />roadway networks and not just on the roadway infrastructure within the individual Subdivision Concept Plat. <br />Each TIA for succeeding Subdivision Concept Plats shall include the traffic generated by the preceding <br />Subdivision Concept Plat. <br />Upon approval of this Agreement, City agrees that the arterial and collector roadway network shown on the <br />Concept Plan will be incorporated into to the City's Thoroughfare Plan. The City hereby agrees that streets can <br />be designed in accordance with the City Code (as modified by Exhibits E E-1 E-2 and E-3) and/or the Roadway <br />Design Standards and typical cross sections described herein and as depicted on Exhibit E-1 attached hereto. <br />Section 7.02 Ownership, Dedication and Maintenance of Rights of Way Following Annexation. Following <br />annexation, ownership and maintenance of all public roads shall be transferred to the City of San Marcos. <br />Section 7.03 Street Section Design. Streets within Cotton Center shall consist of three primary street types: <br />"Boulevards," "Avenues", and "Neighborhood Streets". Street sections shall be designed according to Exhibits <br />E and E-1 of this document. Locations of these street sections shall adhere to Exhibit E-3. <br />A. Boulevards. Boulevards are the primary thoroughfares within and adjacent to Cotton Center. Boulevards shall <br />consist of either 2 or 4 lanes of traffic with median or turn lanes depending upon travel demand. <br />Thoroughfares shall be improved to the standards shown in Exhibit E-1 and established by a Traffic Impact <br />Analysis. <br />B. Avenues. Avenues are the secondary thoroughfares within Cotton Center. They are intended to serve <br />residential, commercial and industrial land uses. Avenues shall adhere to the specifications contained in <br />Exhibit E-1 and established by a Traffic Impact Analysis. <br />C. Neighborhood Streets. Neighborhood Streets are the tertiary thoroughfares within Cotton Center that are <br />intended to serve residential neighborhoods. Neighborhood Streets shall adhere to the specifications <br />contained in Exhibit E-1 and established by a Traffic Impact Analysis. <br />Section 7.04 Bicycle Circulation. Boulevards and Avenues will be designed to accommodate bicycles. As <br />illustrated in Exhibit E-1, all Boulevards shall have shared paths to accommodate both pedestrians and bicyclists. <br />Some Avenues may have dedicated cycle tracks. Avenues adjacent to industrial uses shall not be required to <br />construct dedicated cycle tracks. <br />Section 7.05 Intersection Design. All street intersections within Cotton Center will be designed to provide <br />comfort and protection to pedestrians. <br />
