2023-2026 Meet and Confer Agreement <br />Between the San Marcos Professional Firefighters Association and the City of San Marcos, Texas <br />ARTICLE 4 <br />WAGES AND COMPENSATION <br />Section 1. Monthly Base Pay <br />1. The base rate for Firefighters shall be determined as follows (Attachment A): <br />a. For the First Contract Year: 8.0%8.0% <br />b. Forthe Second Contract Year: 5.0% <br />c. Forthe Third Contract Year: 4.5% <br />2. Placement within the pay plan: <br />a. Firefighters who are not dual certified will be placed in the rank of recruit. <br />b. Dual certified firefighters will be placed on 19.00. <br />c. Firefighters hired through the lateral entry program may be placed up to step 19.08. <br />d. Upon promotion, a firefighter will move to the same step in the new rank (slide over to the same step <br />in the next rank), For example, a firefighter at 19.10 promotes to Driver 20.10 on August 15" and has <br />a November step date. Following promotion, the Driver receives a step increase to 20.11 in November. <br />e. Firefighters will increase to the next step in their rank/step each year on their anniversary date until <br />reaching the maximum step. <br />Section 2. Longevity Pay <br />Longevity Pay will be capped after 20 years of service. <br />1. Longevity service: <br />a. "In Department": Firefighters beginning service with the Department will earn longevity pay as set <br />forth in Attachment B (time in the department). <br />b. Employee Transfers: <br />1. Employees with prior service time in other departments of the city will also receive compensation for <br />that prior service time at the rate outlined in the Employee Handbook. <br />2. Transfers between the Fire and Police Department after October 1, 2009 will receive for time in "the <br />department" as defined in item 1a above, at the rate in the longevity schedule for the department <br />they are transferring to as outlined in the Agreement. <br />c. The total longevity payment will not exceed the maximum cap established in the Longevity Schedule <br />attached to the approved Agreement. <br />2. Longevity shall be paid annually, each November. <br />Section 3. Education and Firefighter Certification Incentive Pay <br />Effective October 1, 2012, the City will provide incentive payments to Firefighters as outlined below for education <br />or Certification by the Texas Commission on Fire Protection. Monthly incentive payments are limited to the highest <br />single limit of education or certification. A maximum cap of $100 shall also apply. <br />EDUCATION: CERTIFICATION: <br />Associate $50 Intermediate $50 <br />Bachelor $75 Advance $75 <br />Master $100 Master $100 <br />Page 7 <br />
