RECYCLING PARTN ERSHI P.ORG <br /> Attachment B: Work Plan <br /> a. Background: The Grantee is a city of approximately 25,732 households in central Texas. <br /> The Grantee operates a multifamily recycling program where residents at serviced properties are <br /> instructed to bring their household recyclables to on-site enclosures with city-provided recycling <br /> carts. Approximately 12,000 household units are included in this multifamily recycling program. <br /> Recyclables from this program are collected by city staff using city operated vehicles and are <br /> transported to a MRF operated by Texas Disposal Systems in Creedmoor, Texas for recycling. In <br /> the most recent year the Grantee estimates that its multifamily recycling program collected 309 <br /> tons of recyclable materials. <br /> In 2020, The Partnership administered an earlier grant to the Grantee to measure the <br /> effectiveness of three(3)multifamily recycling approaches at 29 multifamily properties. For this <br /> project,residents at 13 properties received only recycling education, residents at 11 properties <br /> received education plus in-unit bins for collection, and residents at 5 properties received in-unit <br /> bins, education, and doorstep or door-side service recycling. Doorstep recycling refers to a <br /> service where residents place materials separated for recycling collection outside of their <br /> apartment unit's front or entry door for collection. The doorstep recycling service vendor then <br /> transports the material that was placed outside the apartment doors to a centralized collection <br /> area for consolidation. During the project, the units that received all three intervention techniques <br /> recycled approximately 2 more pounds per household unit per week after the project than before <br /> the strategy's implementation. Therefore,his approach was determined to be the most effective <br /> collection method. <br /> As a result of the strong outcome associated with the earlier effort,the Grantee is considering the <br /> implementation of jurisdiction-wide doorstep recycling collection for multifamily households. <br /> The purpose of this grant is to support the implementation of a pilot program that will operate for <br /> six(6) months that will provide key learnings that are intended to help the Grantee consider and <br /> prepare for the possibility of implementing such a permanent jurisdiction-wide program <br /> b. Project Description: The Partnership will provide grant funding to support the service <br /> fees associated with the provision of weekly doorstep recycling service to approximately 3,500 <br /> multifamily units in Grantee's jurisdiction for six(6)months. The Grantee is considering budget <br /> funding in 2024 to implement doorstep service to all the multifamily properties it services, and <br /> the Grantee intends to use the data and insights gained by this project to design a request for <br /> proposals for permanent, city-wide doorstep multifamily service that would serve approximately <br /> 12,601 units in total. <br /> 12 <br />
