RECYCLING PARTN ERSHI P.ORG <br /> When selecting the multifamily properties that will participate in this pilot,the Grantee will <br /> target properties with diverse resident populations that are representative of the whole city. More <br /> specifically, and as possible,the Grantee will seek to include properties with student residents, <br /> retired residents, low-income residents, high-income residents, and any other designations the <br /> Grantee finds to be representative of the multifamily housing types in Grantee's jurisdiction. <br /> As provided for in Section s of Attachment A, The Partnership will procure the services of a <br /> doorstep collection vendor that will pick up recyclables placed in clear bags that have been set <br /> outside at the doorstep of apartment units at participating properties (apartment complexes). This <br /> service will be provided once per week on a set and reoccurring schedule. The doorstep <br /> collection vendor will track the number of households that placed recycling outside at each <br /> serviced property on any one service day. The doorstep recycling collection vendor will transport <br /> the bags of recyclables to the on-property recycling site with the carts provided by the Grantee <br /> and will then break open the bags and place the recyclables in city-owned and serviced carts and <br /> will discard the bags separately. Most of the cart sites at each complex will be locked to prevent <br /> contamination, but at each property, a few carts will remain unlocked for residents who need to <br /> manage materials outside of collection days where doorstep collection is provided. In addition to <br /> tracking the number of households that are utilizing the service during any one service interval, <br /> the doorstep collection vendor will also track the number of households that place contaminated <br /> recyclables out for collection. Should contamination be identified as a major challenge,then the <br /> Parties agree to work together to identify and execute the best course of action to resolve this <br /> issue. <br /> The Partnership will also provide grant funding to procure approximately 3,500 in-unit <br /> containers. Grantee staff will distribute one in-unit container to each household at participating <br /> properties. Along with the in-unit container, each household at the participating properties will <br /> receive Grantee-provided clear plastic bags for recycling along with printed information about <br /> acceptable materials,how to prepare materials for doorstep recycling collection, and information <br /> about the schedule for when doorstep collection service will be provided. The doorstep recycling <br /> collector will leave a new bag each time they service a unit. The information provided to <br /> residents will also include information about how residents can secure additional bags for <br /> participating in the doorstep recycling collection service. <br /> The Grantee will partner with their MRF operator, Texas Disposal Systems,to execute recycling <br /> audits before, during, and after the doorstep service is implemented. Additionally, Grantee staff <br /> will audit a variety of apartment complexes with different income-levels, locations and resident <br /> demographics that will be included in the project. <br /> 13 <br />
