RECYCIINGPARTN ERSHIP.ORG
C. Measurement Plan: The Grantee will implement a system for tracking monthly tonnage
data for residential municipal solid waste collected from multifamily properties within its
jurisdiction and for the recyclables collected at the participating multifamily properties. Required
reports transmitting the number of multifamily households with access to recycling services,
monthly tonnage data and other project elements will be provided to The Partnership as outlined
in Section q, Reporting and Additional Post-Award Requirements, of Attachment A.
As noted in Section b above, the doorstep collection vendor will gather data on the set-out rate at
different properties to help the Parties determine how many units are participating in the program
and for each service date at each participating property. The doorstep vendor will be required to
provide this information to The Partnership on a monthly basis, and The Partnership will share
this information with the Grantee. To further assess the performance of the doorstep recycling
service at participating properties, the Grantee will provide volumetric estimates of the amount
of recyclables collected at each of the participating properties at each service interval during the
pilot.
The Grantee, with assistance and cooperation from The Partnership, will plan to assess pre,
during, and post implementation capture rates for individual recyclable materials at a diverse
sample of properties participating in the doorstep service program. This study will be planned in
collaboration with the Grantee's MRF, and The Partnership will have access to results of this
measurement work.
d. Public Outreach Plan: The Grantee will work closely with The Partnership to develop
and implement an effective education and outreach campaign in support of the Grantee's pilot
doorstep multifamily recycling program utilizing the approach outlined in Section k,Educational
Best Practices, of Attachment A. Technical support will be provided by The Partnership as set
out in this Grant Agreement. The Grantee will partner closely with The Partnership to maximize
the educational efforts and materials developed during this campaign. This educational effort
will focus on infonning targeted properties about the doorstep service, increasing participation in
the recycling program, and improving the quality of the recyclable materials collected. At a
minimum the education campaign will target the approximately 3,500 multifamily units in
Grantee's jurisdiction that are participating in the doorstep collection effort using outreach
collateral that educates residents on what materials are accepted for recycling and how to prepare
their recyclables for doorstep service collection. The Partnership will provide design assistance
for recycling outreach materials, and the Grantee will purchase and distribute these materials
with the Partnership provided in-unit containers.
14
