<br />76 <br /> <br /> <br /> <br />Regular Meeting February 11, 1991 Page 4 <br /> <br /> <br />Mr. Plummer moved for approval of the Ordinance on second reading <br />and Mr. Moore seconded the motion. Mayor Morris moved to amend the <br />Ordinance in Sec. 25-8. (c) (1) to read" . . . substantial alignment, <br />shall be avoided," and in Sec. 25-9. (d) (1) to read ". . . <br />substantial alignment, shall be avoided," and Mr. Moore seconded the <br />motion, which passed unanimously. The Council voted unanimously for <br />approval of the Ordinance on second reading. <br /> <br />Mayor Morris introduced for consideration approval to begin the <br />Records Management Assistant position in the City Secretary's Office <br />March 1, 1991 (instead of April 1, 1991). Mayor Morris moved for <br />approval to begin the position March 1, 1991 and Mr. Hernandez <br />seconded the motion. The Council requested a time frame for <br />implementation of the Records Management Program. The Council voted <br />unanimously for approval to begin the position March 1, 1991. <br /> <br />Mayor Morris introduced a discussion regarding City enforcement of <br />the two-hour parking restriction around the perimeter of the <br />Courthouse Square and direction to Staff. Mayor Morris recommends <br />Section VI be deleted from the County's proposed Agreement. Mr. <br />Moore wants to limit the permit stickers to a specific number. Mr. <br />Plummer stated it is his understanding the County wants the City to <br />police the spaces and if citizens park longer than two hours, they <br />be ticketed, and if it is a County employee with a sticker, they be <br />allowed to remain in the parking space. Mayor Morris stated if the <br />spaces are to be shared with the County, she wants a recommendation <br />on how to handle the number of permit stickers to add to Section <br />VII. Mayor Morris wants Staff's recommendations to come back to the <br />Council in two weeks or as soon thereafter as possible. <br /> <br />Mayor Morris introduced a discussion regarding a proposed policy for <br />direct expenditures from the Council Tourist Account and direction <br />to Staff. The Council delayed this item to discuss following <br />Executive Session. <br /> <br />Mayor Morris introduced the City Manager's Report. (1) Mr. Gilley <br />stated the Employee of the Month is Officer John Luna of the Police <br />Department. (2) Mr. Gilley stated the customer training program <br />was cut from the budget. He stated it will be accomplished in <br />coordination with the Hispanic Chamber of Commerce and the Chamber <br />of Commerce and will be offered not only to employees, but to <br />citizens as well, on March 5 and 6. <br /> <br />Mayor Morris introduced the City Attorney's Report. (1) Mr. Taylor <br />advised the Council Staff is working on amendments to the Zoning <br />Ordinance regarding fraternity and sorority housing. Incentives <br />will be encouraged to house fraternities and sororities in a <br />district rather than in residential neighborhoods through the S.U.P. <br />process. It is hoped the amendments can be in place before the Fall <br />semester. (2) Mr. Taylor provided the Council with a handout of a <br />comparison of municipal management districts and public improvement <br />districts. These are fairly new mechanisms that are in the process <br />of being developed and presently have no established track record. <br />The Council requested the information be provided to the Downtown <br />Association for their review and recommendations to the Council if <br />they are interested in pursuing either of these methods. Mr. Moore <br />requested the Staff also contact Ft. Worth regarding their public <br />improvement district. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Mr. <br />Hernandez, as a Member of the International Task Force of NLC, has <br />been invited to join a delegation of four elected officials, Staff <br />Members from the National League of Cities and Sister cities <br />International, to visit Panama City at the invitation of the <br />Federation of Municipalities of Central America March 6-9. (2) Mr. <br />Moore attended a meeting in Dallas February 1-3, the subject which <br />was entitled Texas Cities, Where the Buck stops. He stated it was <br />an outstanding session, and he will write a report on the useful <br />perspectives on the funding mechanisms and the funding crunch Texas <br />cities are experiencing. (3) Mr. Moore stated Mr. Guerra and he <br />attended the outcome Base Education Conference, which was co-hosted <br />by SWT and the local School District. He stated Mr. Guerra <br />
