Freese and Nicholas, Inc. <br /> 11/17/23 <br /> Wastewater Master Plan Amendment <br /> Scope of Services <br /> Task K:Wastewater Impact Fee Update <br /> Proiect Understanding <br /> It is the understanding of Freese and Nichols, Inc. (FNI) that the City of San Marcos (City) is requesting <br /> assistance to conduct a Wastewater Impact Fee Update as an amendment to the ongoing Wastewater <br /> Master Plan. The study will consist of calculating the maximum allowable impact fee in accordance with <br /> Chapter 395 of the Texas Local Government Code. The study will utilize land use assumptions and capital <br /> improvements developed as part of the Wastewater Master Plan. The updated impact fee will be <br /> coordinated through a Capital Improvements Advisory Committee, to be appointed by the City, and a <br /> Public Hearing process through the San Marcos City Council. <br /> Subtask A: Project Management and Data Collection <br /> Al. Project Kick-Off Meeting: FNI will conduct an in-person meeting to discuss the project approach and <br /> schedule. A data request memorandum will be prepared and submitted for discussion of available <br /> data and data requirements. <br /> A2. Data Collection and Review: FNI will collect and compile information from the City related to the <br /> impact fee study. The data may include previous impact fee studies, historical meter data, recently <br /> completed projects, and financial information. <br /> A3. Project Management Activities: FNI will conduct routine project management activities including <br /> monthly progress reports, project accounting, invoicing, and project coordination. <br /> Subtask B: Land Use Assumptions&Capital Improvement Plan <br /> B1. Develop Land Use Assumptions: FNI will utilize the projections developed as part of the Wastewater <br /> Master Plan to develop existing, 10-year, and 25-year land use assumptions for the impact fee <br /> analysis. <br /> B2. Progress Meeting#1—Land Use Assumptions: FNI will attend an in-person meeting with City staff <br /> to present the draft land use assumptions. <br /> B3. Revise Land Use Assumptions: Based on comments received at the progress meeting,FNI will revise <br /> the land use assumptions and provide updated maps/tables showing the revised land use <br /> assumptions. <br /> B4. Identify Impact Fee Capital Improvement Plan (CIP): FNI will review recently completed wastewater <br /> improvements and growth-related improvements developed as part of the Wastewater Master Plan <br /> to determine projects that are impact fee eligible. The Impact Fee CIP will consist of existing and <br /> future infrastructure that has capacity for growth over the next 10 years. <br /> B5. Progress Meeting#2—CIP: FNI will attend an in-person meeting with City staff to present the impact <br /> fee CIP. <br /> 1 <br />
