Advisory Committee Presentation#1—Land Use Assumption &CIP: FNI will conduct a presentation <br /> to the Capital Improvements Advisory Committee to present an overview of impact fees, the land <br /> use assumptions, and wastewater impact fee CIP. FNI will prepare presentation materials and <br /> exhibits to be used during the presentation. <br /> Subtask C: Impact Fee Calculations <br /> C1. Conduct Impact Fee Capacity Analysis: FNI will utilize the wastewater model developed as part of <br /> the Wastewater Master Plan to analyze the available capacity of each project to serve the projected <br /> 10-year growth. <br /> C2. Calculate Proiect Costs Eligible for Impact Fee Cost Recovery: FNI will utilize the capacity analysis <br /> and estimated project costs from the Wastewater Master Plan to calculate the percentage of project <br /> costs that are eligible for impact fee cost recovery. <br /> C3. Develop Service Unit Equivalents (SUES) for Water and Wastewater Systems: FNI will utilize <br /> equivalent capacity of water meters to establish the service unit equivalents (SUEs)for existing and <br /> 10-year growth conditions. <br /> C4. Calculate Maximum Allowable Impact Fees: FNI will develop maximum allowable wastewater <br /> impact fees using the 50%credit method based on the existing and proposed capital improvement <br /> costs to support 10-year growth based on projected increase in SUEs. <br /> C5. Progress Meeting#3 — Impact Fee Calculations: FNI will conduct an in-person meeting with City <br /> staff to present the results of the impact fee calculations. <br /> C6. Advisory Committee Presentation #2 — Maximum Allowable Impact Fees: FNI will conduct a <br /> presentation to the Capital Improvements Advisory Committee to present the impact fee <br /> calculations. FNI will prepare presentation materials and exhibits to be used during the <br /> presentation. <br /> C7. Develop Impact Fee Report: FNI will prepare a draft report documenting the methodology and <br /> results of the impact fee calculations. An electronic PDF file of the draft report will be submitted <br /> for City review. City will provide written comments for any requested changes to the draft report. <br /> FNI will address City comments and revise report. An electronic PDF file and five hard copies of the <br /> final report will be submitted to the City. <br /> Subtask D: Public Hearing Process <br /> D1. City Council Presentation: FNI will attend and present information related to the wastewater impact <br /> fee calculations at a City Council meeting. Typically, this presentation is conducted at the Council <br /> meeting when the public hearing date is established. <br /> D2. Public Hearing: FNI will attend the Impact Fee Public Hearing. FNI will be available to present <br /> information and/or answer questions from City Council and citizens during the public hearing. FNI will <br /> also assist in the development of notification language for the public hearing advertisement.The City <br /> will develop required language for Council resolutions and ordinances throughout the impact fee <br /> process. <br /> 2 <br />
