DOUCET
A Kleinfelder Company
August 1, 2023
October 13, 2023 (revised)
Mr. Marcus Naiser, PE
Senior Engineer, Capital Improvements
City of San Marcos
630 E Hopkins
San Marcos,Texas 78666
Email: MNaider@sanmarcostx.gov
Re: Proposal for Professional Engineering Services
Rio Vista Localized Drainage Improvements
Surveying, Final Design thru Bid Services
San Marcos,Texas
Doucet Project P415-009-04
Dear Mr. Naiser,
Doucet&Associates, Inc. ("Doucet") is pleased to submit this proposal for surveying and engineering services for the
above referenced project. Doucet recently submitted 60% design drawings to the City of San Marcos under an
existing contracted scope of work. Doucet met with City staff to review the submittal and received comments and
direction on a path moving forward for permitting and construction. This proposal for civil engineering and surveying
services is to assist the city in finalizing design and permitting so the project can be bid for construction. After review
of this proposal, please let us know if you have any comments. If acceptable, please sign and return an executed
copy to serve as our authorization to proceed.
The following outlines our proposed scope of work:
Task 1—Surveying
Based on review and discussion of the 60%design documents, it was decided that an accurate depiction of property
boundaries and the Union Pacific Rail Line right-of-way along Riviera Drive is necessary. This is to hopefully avoid
licensing of utility improvements within Union Pacific right-of-way. Additionally, accurate depiction of the rear
property and easement boundaries along the lots in which drainage improvements are necessary to place property
fences back where they belong and to establish easements as needed.
1. Doucet will perform right-of-way boundary survey along Riviera Drive adjacent to the Union Pacific
Railroad. Doucet will update existing design-level topographic surveys to field locate found visible features,
both horizontally and vertically, including but not limited to existing on-site structures, buildings, structures,
drainage features, adjacent and onsite sidewalks, curb lines, pavement, and visible above-ground utility
appurtenances to facilitate engineering design at areas of pavement, utility and drainage tie-ins as identified
by the project engineer. Doucet will contact Texas 811 for utility locations, markings placed by purveyors will
be surveyed at time of design survey.
PAGE 13
rio vista proposal 90 through CA 20231012.docx October 13,2023
