DOUCET
A Kleinfielder Company
2. Upon confirmation of easement dedication through review of 90% documents below, Doucet will prepare
field notes and exhibits to accompany easement recordation documents to be prepared and processed by
the city. For budgeting purposes, we have assumed five (5) temporary and four (4) permanent easements
will be required.
3. Doucet will provide horizontal coordinates and vertical survey of Sub-surface Utility Engineering (SUE)to be
performed by City of San Marcos. At this time, we anticipate no more than five (5) SUE locations will be
acquired.
Task 2—Environmental Permitting Consultation
4. Review Waters of the US and local environmental code regulations to assist in project planning of potential
impacts to wetlands or Waters of the US.
Task 3—Final Design & Permitting
5. Doucet will provide the city an exhibit showing locations where sub-surface utility investigation is needed to
avoid conflict with proposed storm drainage improvements. This information will be used to verify potential
utility alignment conflicts and will also help determine what size drainage piping may fit given existing
utilities.
6. Doucet will review comments received by the city and incorporate along with adding design detail in
preparation of 90% design documents. Proposed drainage improvements will be adjusted to the extent
possible to avoid work and permanent improvements within the Union Pacific right-of-way and to avoid
existing utilities along the back lots of the residential properties where drainage improvements are necessary.
The plans will state what frequency design storm the proposed improvements can handle. We anticipate the
capacities to be less than the typical design storm events required by the City's Drainage Criteria Manual as
this is an existing nuisance drainage matter and not new development.
7. Doucet will identify where easements appear necessary for temporary and permanent improvements and
provide approximate boundaries to the city for review prior to having field notes prepared by the surveyor.
8. Doucet will notify utility companies of possible conflicts for coordination. This work does not include design
of utility adjustments or additional permitting from utility companies.
9. Doucet will prepare an updated opinion of probable construction cost for city review.
10. Doucet will provide applicable city of San Marcos specifications and provide any known special provisions
that should accompany the standard specifications.
11. Doucet will submit the above 90% deliverables to the city capital improvement division for review and
comment.
12. Doucet will participate in a city staff meeting for review and comment on the 90%deliverables.
PAGE 14 October 13,2023
rio vista proposal 90 through CA 20231012.docx
