<br />123 <br /> <br /> <br /> <br />Regular Meeting March 25, 1991 Page 4 <br /> <br /> <br />Mayor Morris introduced a discussion regarding the City/County <br />Health Department and direction to Staff. Mayor Morris and Mr. <br />Gilley met with the Health Department and County recently. Mr. <br />Gilley has met with the County Commissioners, and it was consensus <br />of the Cpmmissioners that the Health District option not be pursued <br />at this time. It would be of significant cost to add Staff and a <br />physician. Mr. "Gilley stated we will see how effective we can make <br />our Health Department with current staffing. The Health Department <br />does not now provide home health care. The County now pays for <br />indigent home health care, and the Hospital may be going into the <br />home health care business in the near future. Community Action now <br />provides primary health care. There is a current need for <br />outpatient type care, and we need to look at ways to provide this <br />service. Mr. Gilley stated there is a possibility this could be <br />done in combination with the Jail Health Care Program, which <br />includes physicians. Mr. Gilley was directed to work with the <br />County and Hospital to look at any options to provide this service. <br />Mr. Gilley was also requested to work with Mr. Ewald to see if OB <br />patients could get in sooner if possible. <br /> <br />Mayor Morris introduced a discussion regarding the proposed Bond <br />Sale and direction to Staff. Mr. Gilley provided the Council with a <br />handout of recommendations for a bond sale and advised the Council <br />Monty Nitchalous was present to answer questions. The Council asked <br />how Bond Counsel is determined. Mr. Nitchalous advised the Council <br />the Bond Counsel needs to be involved in the bond sale process by <br />the April 22 Council Meeting. Mr. Nitchalous stated G.O. Bonds for <br />San Marcos should be approximately 7.00% for 20 years. He stated <br />San Marcos could opt to postpone the sale if the market does not <br />look good, although that could not be done often or the City would <br />appear fickle. The Bond Counsel could continue under the present <br />contract. Mr. Taylor stated Mr. Riek Fisher (present Bond Counsel) <br />could move more quickly on this bond sale because he has tracked our <br />City through the Bond Election. It would take an additional two <br />months if the City wants to pursue new Bond Counsel at this time. <br />It was consensus of Council to continue with Mr. Fisher but Staff <br />was directed to begin the RFP process for Bond Counsel. Mayor <br />Morris stated she wants the City to request Edwards for assistance <br />with our surface water treatment plant. <br /> <br />Mayor Morris introduced a discussion regarding a Budget Workshop <br />for the FY1991-1992. The Council discussed April 18 and 19 and May <br />9 and 10 as possible dates. Mr. Gilley stated if the Council could <br />provide direction early in the budget process, it will provide <br />needed information at the beginning of the process. The Council is <br />to call Karen Smith regarding the scheduling of the Workshop. <br /> <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley <br />provided the Council with information regarding the project status <br />completion report. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor <br />stated he is presently working on a proposed Drug Solicitation <br />Ordinance and will provide the Council options in April regarding a <br />Non-Smoking Ordinance. <br /> <br />Mayor Morris introduced the City Council's Report. Mr. Hernandez <br />asked Mr. Gilley if the Cuahtemoc paving problems have been cleared <br />up. Mr. Gilley stated the Contractor has done some work in that <br />area, but the City and Contractor are not able to provide cable <br />fencing. Some work has been done on the curbs to reduce the slope <br />to the street. <br /> <br />Mayor Morris introduced an Executive Session pursuant to Article <br />6252-17, Sections 2(e) and (g), V.A.C.S., to discuss pending <br />litigation (GBRA vs. City of Lytle, Et AI; LCRA vs. City of San <br />Marcos), contemplated litigation; and duties of a public officer, <br />respectively). Mr. Guerra moved to adjourn into Executive Session <br />at 9:31 p.m. and Mr. Moore seconded the motion, which passed <br />unanimously. <br />
