ATTACHMENT 1 <br /> WATER IMPACT FEE STUDY SCOPE OF SERVICES <br />- CITY OF SAN MARCOS <br /> ADDITIONAL SERVICES <br /> BACKGROUND <br /> Based on communications between the City of San Marcos(City) and Plummer Associates, Inc. <br /> (Plummer), Plummer understands that the City is seeking to conduct water impact fee study for the <br /> purpose of more accurately informing the funding and recouping of costs associated with new <br /> developments within the City.The City leverages impact fees through its impact fee ordinance under <br /> Ordinance No. 2020-40,which was last updated in June 2020; however, Plummer understands that an <br /> impact fee study was last completed in approximately 2013.The original scope of services consists of <br /> conducting a water impact fee study consistent with the general set of procedures in Texas Local <br /> Government Code, Chapter 12,Subtitle C, Chapter 395,Subchapter A(Chapter 395). Upon completion <br /> of the draft water impact fee study(as part of the original contract BASIC SERVICES),the City would like <br /> to obtain Plummer's services in facilitating discussions to help develop the impact fee rate and guide the <br /> development of the ordinance. <br /> SCOPE OF SERVICES <br /> The following Scope of Services describes ADDITIONAL SERVICES to the original agreement for the <br /> Project"Water Impact Fee Study 223-095" signed by the City and Plummer in December 2022.A <br /> schedule for providing ADDITIONAL SERVICES is also included. <br /> ADDITIONAL SERVICES <br /> Plummer will conduct the following as part of ADDITIONAL SERVICES: <br /> 1. Impact Fee Calculation Review:Technical subconsultant will review the impact fee <br /> calculations completed by Plummer to ensure compliance with Chapter 395.This includes the <br /> methodology,the calculation, and the rate credit. <br /> 2. Water Impact Fee Final Report: Incorporate debt financing analysis revisions and existing <br /> infrastructure capacity evaluation into water impact fee evaluation. Deliver updated final <br /> Water Impact Fee Study Report within two rounds of review.The final Water Impact Fee <br /> Study Report and appropriate attachments will be delivered electronically as a PDF and will <br /> be used as the basis for the impact fee rate selection and ordinance. <br /> 3. City Staff Meetings and Coordination: Prepare for and participate in up to five(5) interim <br /> review meetings with City staff. These meetings will include a final report deliverable <br /> meeting and up to four progress meetings (impact fee rate selection and ordinance <br /> comments).These meetings are assumed to be virtual videoconference meetings. <br /> 4. Stakeholder Meetings: Upon request, Plummer will attend up to seven (7) in-person meetings <br /> to present and discuss project findings and facilitate the impact fee adoption process.These <br /> meetings could include, but are not limited to,the following: Planning and Zoning, CUAB, <br /> public hearing, city council,city council work session. Meetings with City staff can be in <br /> conjunction with committee or council meetings.Table 1 shows the potential meetings and <br /> public hearings required for the Impact Fee Ordinance. <br /> 5. Impact Fee Ordinance: <br /> a. Plummer will not select the actual impact fee rate, but can make recommendations <br /> and facilitate discussion as part of the impact fee selection process to subsequently <br /> develop the water impact fee ordinance. <br />
