b. Prepare a draft impact fee ordinance for review. Incorporate comments/revisions to <br /> the ordinance and finalize within two rounds of review.The final water impact fee <br /> ordinance and appropriate attachments will be delivered electronically as a PDF. <br /> 6. Project Management: Regular bi-weekly coordination calls with the utility project manager <br /> (up to 20),subconsultant coordination, monthly invoicing. <br /> Assumptions for the Additional Services include the following: <br /> 1. The City will form Capital Improvements Advisory Committee(CIAC)with appropriate ETJ and <br /> developer representation (per Texas Local Government Code,Title 12,Section 395.058). <br /> 2. The City will not require assistance with filing public notice. <br /> 3. Water impact fees will be established on a single service zone. <br /> 4. Plummer will evaluate the maximum impact fee allowable based on information provided by <br /> the City concerning required credits for the portion of ad valorem tax and utility service <br /> revenues generated by new service units during the program period that is used for the <br /> payment of improvements, including the payment of debt,that are included in the capital <br /> improvements plan. <br /> 5. Coordination is not required with additional parties beyond the City and stakeholders as <br /> defined above. <br /> 6. Plummer will not assess existing or actual utility rates or rate schedules or make <br /> recommendations to actual utility rates or rate schedules. <br /> 7. Project completion will be assumed upon ordinance approval/execution of the impact fee. <br /> Deliverables <br /> 1. Water Impact Fee Final Report (including debt financing adjustments) <br /> 2. Water Impact Fee Ordinance (draft and final) <br /> 3. Up to 7 in-person meetings with the Planning and Zoning Commission,the City Utility <br /> Advisory Board (CUAB), Public Hearings, City Council,City Council Work Sessions, and other <br /> groups as applicable,as part of the water impact fee study and related processes. <br /> 4. Up to 5 virtual progress/review meetings with City utility staff. <br /> 5.
