For decades San Marcos has participated and led
numerous strategic initiatives to improve the management of stormwater quantity and quality within its
jurisdiction. I n order to keep up with various changes in practices, initiatives, regulations, and growth and
development, San Marcos will publish an updated Stormwater Master Plan.
The primary purpose of updating the Stormwater Master Plan (SWMP) is to:
• Document City's progress in addressing drainage and flooding issues identified in previous
drainage and flood protection plans.
• Identify remaining list of drainage and flooding issues, determine/confirm conceptual solutions,
provide conceptual estimated cost, and provide solution ranking.
• Determine/confirm conceptual regional water quality solutions, provide conceptual estimated
cost, and provide solution ranking.
• Consolidate past planning efforts and provide necessary documentation and pertinent
information to be a stand-alone resource.
• Provide guidance for incorporating green infrastructure and water quality Stormwater Control
Measures (CSMs) in Capital Improvement Projects (CIPS).
• Incorporate updated information and modeling as they relate to Stormwater infrastructure and
planning.
This SWMP will include both local and riverine flooding as well as stormwater quality. This project will be
closely coordinated with Citystaff such that activities evaluated do not duplicate ongoing efforts of other
projects, such as the Purgatory Creek mitigation project.
The following scope of work includes detailed scope items for the SWMP as well as general scope items
for development review and modeling assistance services. The City may desire to conduct the SWMP in
phases. Detailed scopes of work will be established for the development review and modeling assistance
services.
1a
