Compile a listing of prior stormwater activities by reviewing previous City drainage, flood, <br /> and water quality studies, plans, projects and standards including: <br /> a. Drainage Master Plan, 1994 <br /> b. Flood Protection Plan, 2007 <br /> c. Water Quality Protection Plan, 2017 <br /> d. CDBG-DR Infrastructure Feasibility Study, 2017 <br /> e. Stormwater Master Plan, 2018 <br /> • 2018 SWMP Field Assessment Form <br /> f. Upper San Marcos River Watershed Protection Plan, 2018 <br /> g. USACE Interim Feasibility Study Tentatively Selected Plan, 2020 <br /> h. Stormwater Technical Manual, 2020 <br /> i. Edwards Aquifer Habitat Conservation Plan (EAHCP), 2021 <br /> • EAHCP Phase 1 San Marcos, 2020 <br /> j. Vision SMTX Comprehensive Plan, draft 2023 <br /> k. Downtown Plan Area Plan, draft 2023 <br /> I. San Marcos Hazard Mitigation Plan, draft 2023 <br /> m. Fiscal Year 2024-2023 10-Year Capital improvements Program (CIP), 2023 <br /> ii. Obtain records or knowledge of local drainage complaints received by City staff, including: <br /> a. Field Assessment Form from the 2018 Stormwater Master Plan <br /> b. Inventory of known flood prone areas and drainage issues through coordination with <br /> the City and public meeting (Task 1a.iv) <br /> iii. Review previously approved CIP projects that are currently in design or construction. As <br /> indicated on the City's CIPweb map,there are currently4l projects in design and 16 projects <br /> under construction. <br /> c. Field Reconnaissance <br /> Halff will conduct local site visits of identified areas where access is available from public right- <br /> of-way(ROW)of selected road crossings,storm sewer inlets and outfalls,and regional detention <br /> ponds.Site visits will be conducted by two(2) person teams. During the site visits,Halffwill locate <br /> identified features, photograph the feature,and include notes regarding dimensions,conditions, <br /> etc. This scope assumes two(2)days of site visits. <br /> d. Field Survey <br /> Water Earth Technologies(WET)was selected bythe Cityof San Marcos to install ten(10)stream <br /> gages for flood monitoring. Halff will coordinate with the City and WET to conduct field survey <br /> of the 10 gages. Once obtained, the field survey will be compared to WET's gage drawings and <br /> 3 1 P <br />
