Benefit-Cost Analysis <br /> A Texas Water Development Board standard simplified Benefit-Cost Analysis (BCA) will be <br /> conducted for the top fifteen (15) projects that show reduction to structural flooding. If the City <br /> pursues project funding options such as grants or loans,a FEMA BCA module may be needed at <br /> that time per the funding requirements. <br /> d. Ranking and Categorizing Projects <br /> Using a systematic process developed in coordination with the City, Halff will rankand categorize <br /> the thirty-five (35) evaluated stormwater projects. The projects may be classified as Large CIP <br /> (regional), Small CIP(local), and O&M (small projects).These classifications will be defined with <br /> City staff input. Halff will meet with City staff to review the project classifications and confirm <br /> objectives and assumptions for the CIP prioritization. The prioritization of the stormwater CIP <br /> projects will likely be evaluated based on criteria that may include Public Safety, Structures <br /> Benefited, Economic Impact, Environmental Impact, and Project Timing among others. Each of <br /> the criteria developed will have a description and scoring values. <br /> Task 5: Stormwater Quality Recommendations <br /> Halff will coordinate with the City Project Manager to confirm data sources, analysis, and updates to <br /> stormwater quality activities. Recommendation ofstormwater quality activities will be limitedtoten(10) <br /> projects. Specific tasks for stormwater quality recommendations include the following. <br /> a. Assess Previous Documentation and Goals <br /> Review previous stormwater quality documents such as the City's habitat conservation plans, <br /> protection plans and comprehensive plans outlining key content and overarching goals. Develop <br /> an executive summaryof prior stormwater quality efforts,data sources and associated activities. <br /> References for this task include the following: <br /> i. Water Quality Protection Plan, 2017 <br /> ii. Upper San Marcos River Watershed Protection Plan, 2018 <br /> iii. Edwards Aquifer Habitat Conservation Plan (EAHCP), 2021 <br /> • EAHCP Phase 1 San Marcos, 2020 <br /> iv. Green Alley Initiative, 2022 <br /> v. Vision SMTX Comprehensive Plan, draft 2023 <br /> vi. Downtown Plan Area Plan, draft 2023 <br /> b. Assess Current Regulations and Monitoring <br /> Review current stormwater quality regulations such as the City's codes, ordinances, criteria <br /> manuals,and Municipal Separate Storm Sewer System(MS4) Program outlining key regulations. <br /> Develop an executive summary of current regulations, data sources and stormwater quality <br /> monitoring efforts.
