Conduct a gap analysis of current stormwater quality documents, regulations, and <br /> monitoring. This task also includes the development of a process to quantify and monitor <br /> pollutant loads within the city for the purposes of prioritizing stormwater quality <br /> improvement activities. Existing models, monitoring data,and BMP performance records will <br /> be evaluated to identify the need for watershed specific water quality modeling. Best <br /> Management Practices(BMP)performance measureswill be collected and coordinated with <br /> the City. <br /> ii. Develop a process or decision outline for the incorporation of Green Infrastructure(GI)and <br /> stormwater quality BMPs into City projects including both new BMPs and retrofits of existing <br /> infrastructure.The process will considervarious project types such as parks,drainage, public <br /> facility and roadway projects in addition to balancing economics of these projects. <br /> iii. Halff will review previous stormwater quality activities identified in Task 2b. Through <br /> evaluation and coordination with the City, recommendations of ten (10) stormwater quality <br /> activities will be developed. These recommendations should consider opportunities for <br /> regional benefits and retrofits to existing BMPs.The stormwater quality projects will include <br /> a one-page project summary developed under Task 7a.iv that will include the project <br /> description, conceptual BMP, water quality benefits, ancillary community benefits, and <br /> probable cost estimate. <br /> Task 6: Identify Potential Future Studies/Evaluations <br /> Halff will compile a list of considerations for potential future data collection needs, flood risk studies, <br /> mitigation evaluations,and water quality activities.This will include identification of potential costs for <br /> up to five (5) studies/evaluations. <br /> Task 7: Prepare Stormwater Master Plan <br /> The SWMP submittal will include a detailed narrative discussing the data collection and inventory <br /> process, compilation of all the data collected and evaluated, updated digital information, including, <br /> photos, conceptual solutions, schematic renderings, a prioritized Stormwater CIP plan, and associated <br /> probable cost estimates. Specific tasks for the submittal preparation include the following. <br /> a. Stormwater Master Plan Documentation <br /> i. Prepare a detailed SWMP report, including a narrative discussing the procedures and <br /> findings of Tasks 2- 6, history of stormwater activities, relevant figures and tables,a log of <br /> project decisions, conceptual stormwater project solutions, proposed stormwater <br /> studies/evaluations, stormwater qua lity project solutions, prioritized stormwater CIP plan, <br /> and associated probable cost estimates.The SWMP report should consolidate past planning <br /> efforts and provide necessary documentation and pertinent information such that it is <br /> mostly a stand-alone resource and not just another plan among many. The narrative should <br /> provide context for its existence and can refer to other plans for additional information <br /> particularly as it relates to water quality. <br /> 911'' <br />
