<br /> 7 <br />Regular Meeting April 8, 1991 Page 5 <br />Martha Latta stated Fred Sanderson had presented the Solid Waste <br />Committee's recommendations two weeks ago to the Council, and since <br />that time the Committee had been presented with other recycling <br />options, and Ms. Latta requested the Council postpone their decision <br />until such time as they could hear all the options. Bert Whaley <br />stated the Disabled Recyclers of Texas in Austin were working with <br />12,000 residents in Austin. He stated Pace has six homes with fifty <br />residents in San Marcos who are in need of emploYment (Mr. Guerra <br />present at this time - 8:40 p.m.). Mr. Whaley stated he is in <br />negotiations with Gary Job Corps, SWT and Tangram, and that their <br />proposal is the blue bag approach with once a week pickup. Mr. <br />Moore asked Jim Pace if Our Industries on Uhland Road was permitted <br />to do recycling. Fred Sanderson stated a Type 5 permit is required <br />and takes up to one year to obtain. Mr. Pace indicated they did not <br />have a permit, but if needed to apply for one, they would do so. <br />Mr. Whaley advised the Council they were operating recycling <br />programs in Round Rock and in the Lakeway area and did not need to <br />obtain a permit, because recyclables are not waste. Mayor Morris <br />stated the City has been trying to start a recycling program in San <br />Marcos for two years, and the most efficient method to begin the <br />process would be to do a pilot with BFI since they have vast <br />experience in recycling. Mayor Morris stated the Council had been <br />insistent at their last Council meeting that they want to receive <br />proposals a year from now. Mr. Whaley urged the Council to keep <br />emploYment in the community if at all possible. Jim Pace stated <br />they entered the recycling field last year and have started a pilot <br />program in the Oak Heights Neighborhood. Lydia Trevino, <br />representing Moore Disposal (Owner, Mike W. Moore) stated she was <br />glad the Council was limiting BFI to a one-year contract. She <br />expressed disappointment the Council did not receive proposals now. <br />She stated it is good to look at all possibilities, as the recycling <br />industry is changing daily. She stated Moore Disposal has begun <br />some pilot programs and are presently servicing Gary Job Corps. She <br />stated they are the third largest garbage collector in San Antonio <br />and urged the Council to involve the community rather than use a <br />large company. J. Michael Gividen stated he is a disabled student <br />at SWT and wanted the Council to table this matter to consider Pace. <br />Joe ptak of the Solid Waste Committee stated recycling is new to <br />BFI. Recycling is an investment, and he asked the Council if <br />the City wants to invest in persons who need the emploYment or a <br />large corporation. He stated the City could generate the companies <br />to do recycling and thinks this process needs to go to bids. He <br />stated permits are required but companies can obtain exemptions to <br />continue programs until the permits can be obtained. He stated the <br />recycling program needs to include yard wastes, food wastes and <br />steel cans. He stated there needs to be coordination for recycling <br />to work. Dan Scales stated BFI is involved in toxic waste lawsuits. <br />R. G. Phillips did not think he would get his money's worth with the <br />proposed $1.52 per month per household charge. Shelley Wells of Our <br />Industries stated they are a resource to the community and are <br />capable of adding to the economic structure of the County. She <br />requested the Council reconsider their proposal. Mr. Moore <br />suggested the Council consider tabling BFI's proposal and schedule <br />RFPs for the next meeting. He expressed concern with the permitting <br />process for Pace and whether or not Moore had the manpower to do <br />recycling for the City. Mr. Gilley stated some time for agenda <br />processing and Staff review would be needed and could request <br />proposals two meetings from now. The Council expressed a desire to <br />receive proposals and to be sure the process is open to all who are <br />interested. Mr. Gilley stated if the Council requests proposals at <br />the April 25 meeting, it would be a 60-day process to receive them. <br />The Council directed RFPs be placed on the April 22 agenda. On roll <br />call for adoption of the Resolution, the following vote was <br />recorded: <br /> AYE: Guerra. <br /> NAY: Moore, Hernandez, Hart, Morris, Kissler, Plummer. <br />ABSTAIN: None. <br />
