SECTION 1: INTRODUCTION <br />process provided an opportunity for the City of San Marcos to evaluate successful mitigation <br />actions and explore opportunities to avoid future disaster loss. <br />Hazard mitigation activities are an investment in a community's safety and sustainability. It is <br />widely accepted that the most effective hazard mitigation measures are implemented at the <br />local government level, where decisions on the regulation and control of development are <br />ultimately made. A comprehensive review of a hazard mitigation plan addresses vulnerabilities <br />to hazards that exist today and in the foreseeable future. Therefore, it is essential that a plan <br />identify projected patterns of how future development will increase or decrease a community's <br />overall hazard vulnerability. <br />SCOPE <br />The focus of the Plan Update is to identify activities to mitigate hazards classified as "high" or <br />,'moderate" risk, as determined through a detailed hazard risk assessment conducted for the City <br />of San Marcos. The hazard classification enables the City to prioritize mitigation actions based on <br />hazards which can present the greatest risk to lives and property in the geographic scope. <br />PURPOSE <br />The Plan Update was prepared by the City of San Marcos and H2O Partners, Inc. The purpose <br />of the Plan Update is to protect people and structures and to minimize the costs of disaster <br />response and recovery. The goal of the Plan Update is to minimize or eliminate long-term risks to <br />human life, property, operations, and the environment from known hazards by identifying risks <br />and implementing cost-effective hazard mitigation actions. The planning process is an opportunity <br />for the City of San Marcos, stakeholders, and the general public to evaluate and develop <br />successful hazard mitigation actions to reduce future risk of loss of life and damage to property <br />resulting from a disaster in the City of San Marcos. <br />The Mission Statement of the Plan Update is, "Maintaining a secure and sustainable future <br />through the revision and development of targeted hazard mitigation actions to protect life and <br />property. " <br />The City of San Marcos Planning Team identified 13 natural hazards to be addressed by the Plan <br />Update. The specific goals of the Plan Update are to: <br />Provide a comprehensive update to the 2018 HMAP; <br />Minimize disruption to the City of San Marcos following a disaster; <br />Streamline disaster recovery by articulating actions to be taken before a disaster <br />strikes to reduce or eliminate future damage; <br />Demonstrate a firm local commitment to hazard mitigation principles; <br />Serve as a basis for future funding that may become available through grant and <br />technical assistance programs offered by the State or Federal government. The Plan <br />will enable the City of San Marcos to take advantage of rapidly developing mitigation <br />grant opportunities as they arise; and <br />Ensure that the City of San Marcos maintains eligibility for the full range of future federal <br />disaster relief. <br />City of San Marcos I Hazard Mitigation Action Plan Update 2024 1 Page 2 <br />
