SECTION 1: INTRODUCTION <br />AUTHORITY <br />TA 4 The Plan is tailored specifically for the City of San Marcos and plan <br />4fi , <br />participants including Planning Team members, stakeholders, andFEMA <br />the general public who participated in the Plan Update development <br />process. The Plan complies with all requirements promulgated by <br />the Texas Division of Emergency Management (IDEM) and all applicable provisions of the Robert <br />T. Stafford Disaster Relief and Emergency Assistance Act, Section 104 of the Disaster Mitigation <br />Act of 2000 (DMA 2000) (P.L. 106-390), and the Bunning-Bereuter-Blumenauer Flood Insurance <br />Reform Act of 2004 (P.L. 108-264), which amended the National Flood Insurance Act (NFIA) of <br />1968 (42 U.S.C. 4001, et al). Additionally, the Plan complies with the Interim Final Rules for the <br />Hazard Mitigation Planning and Hazard Mitigation Grant Program (44 CFR, Part 201), which <br />specify the criteria for approval of mitigation plans required in Section 322 of the DMA 2000 and <br />standards found in FEMA's "Local Mitigation Policy Guide" (Effective April 19, 2023), and the <br />"Local Mitigation Planning Handbook" (March 2013). <br />SUMMARY OF SECTIONS <br />Sections 1 and 2 of the Plan Update outline the Plan's purpose and development, including how <br />Planning Team members, stakeholders, and members of the general public were involved in the <br />planning process. Section 3 profiles the City of San Marcos' population and economy. <br />Sections 4 through 17 present a hazard overview and information on individual natural hazards <br />in the planning area. For each hazard, the Plan Update presents a description of the hazard, a <br />list of historical hazard events, and the results of the vulnerability and risk assessment process. <br />Section 18 presents hazard mitigation goals and objectives. Section 19 gives an analysis for the <br />previous actions and Section 20 presents hazard mitigation actions for the City of San Marcos. <br />Section 21 identifies Plan maintenance mechanisms. <br />The list of planning team members and stakeholders is located in Appendix A. Public survey <br />results are analyzed and presented in Appendix B. Appendix C contains a detailed list of critical <br />facilities for the area. Appendix D contains information regarding Dam locations within the City of <br />San Marcos. Appendix E contains information regarding workshops and meeting documentation. <br />Capability Assessment results are located in Appendix F. Appendix G includes state and federal <br />funding opportunities.
