SECTION 2: PLANNING PROCESS <br />probability of future events, and detailed the spatial extent and magnitude of impact on people <br />and property. A hazard profile and vulnerability analysis for each of the hazards can be found in <br />Sections 4 through 17. <br />MITIGATION REVIEW AND DEVELOPMENT <br />Developing the Mitigation Strategy for the Plan involved identifying mitigation goals and new <br />mitigation actions. A Mitigation Workshop was held on July 12, 2023, at the City of San Marcos <br />Public Services Complex with a virtual attendance option available through Microsoft Teams. In <br />addition to the Planning Team, stakeholder groups were invited to attend the workshop. The City <br />was proactive in identifying mitigation actions to lessen the risk of all the identified hazards <br />included in the Plan Update. <br />An inclusive and structured process was used to develop and prioritize new hazard mitigation <br />actions for the Plan Update. The prioritization method was based on FEMA's STAPLE+E criteria <br />and included social, technical, administrative, political, legal, economic, and environmental <br />considerations. As a result, each Planning Team member assigned an overall priority to each <br />hazard mitigation action. The overall priority of each action is reflected in the hazard mitigation <br />actions found in Section 20. <br />Planning Team members then developed action plans identifying proposed actions, costs and <br />benefits, the responsible organization(s), effects on new and existing buildings, implementation <br />schedules, priorities, and potential funding sources. <br />Specifically, the process involved <br />Listing optional hazard mitigation actions based on information collected from previous <br />plan reviews, studies, and interviews with federal, state, and local officials. Workshop <br />participants reviewed the optional mitigation actions and selected actions that were most <br />applicable to their area of responsibility, cost-effective in reducing risk, easily <br />implemented, and likely to receive institutional and community support. <br />Workshop participants inventoried federal and state funding sources that could assist in <br />implementing the proposed hazard mitigation actions. Information was collected, including <br />the program name, authority, purpose of the program, types of assistance and eligible <br />projects, conditions on funding, types of hazards covered, matching requirements, <br />application deadlines, and a point of contact. <br />Planning Team members considered the benefits that would result from implementing the <br />hazard mitigation actions compared to the cost of those projects. Although detailed cost - <br />benefit analyses were beyond the scope of the Plan Update, Planning Team members <br />utilized economic evaluation as a determining factor between hazard mitigation actions. <br />Planning Team members then selected and prioritized mitigation actions. <br />Hazard mitigation actions identified in the process were made available to the Planning Team for <br />review. The draft Plan Update was maintained on file by the City of San Marcos Office of <br />Emergency Management and was made available to the general public for review. <br />GREEN INITIATIVES IN MITIGATION STRATEGY <br />Alongside the City of San Marcos' primary Mitigation Strategy development process, a concerted <br />effort was made to incorporate Green Initiatives that support the City's commitment to identifying <br />feasible green solutions and increasing its resilience.
