SECTION 2: PLANNING PROCESS <br />was held on September 6, 2023, at San Marcos City Hall with a virtual attendance option available <br />through Microsoft Teams. In this meeting, which was in coordination with Halff, the Planning Team <br />discussed adopting and implementing long-term, nature -based mitigation solutions that will assist <br />the City of San Marcos in meeting its mitigation goas, while also reducing the carbon footprint of <br />the city where possible. <br />Among the City of San Marcos' key Green Initiatives to incorporate into the development of <br />mitigation strategy were improving energy resilience and carbon reduction; transportation <br />infrastructure and fleet improvements; the development of land and structures; and policies and <br />practices to enhance infrastructure resiliency. Through the planning process, a total of 28 Green <br />Initiative mitigation projects were identified and incorporated into the plan. These identified <br />projects were made available to the Planning Team for review and can be found in the Mitigation <br />Actions section of the Plan (Section 20). A Green Initiatives and Resiliency Toolkit can be found <br />in Appendix I. <br />REVIEW AND INCORPORATION OF EXISTING PLANS <br />REVIEW <br />Background information utilized during the planning process included various studies, plans, <br />reports, and technical information from sources such as FEMA, the United States Army Corps of <br />Engineers (USACE), the U.S. Fire Administration, National Oceanic and Atmospheric <br />Administration (NOAA), the Texas Water Development Board (TWDB), the Texas Commission <br />on Environmental Quality (TCEQ), the Texas State Data Center, Texas Forest Service, the Texas <br />Division of Emergency Management (IDEM), and the 2018 Texas State Hazard Mitigation Plan. <br />Section 4 and the hazard -specific sections of the Plan (Sections 5-17) summarize the relevant <br />background information. <br />Specific background documents, including those from FEMA, provided information on hazard risk, <br />hazard mitigation actions currently being implemented, and potential mitigation actions. Previous <br />hazard events, occurrences, and descriptions were identified through NOAA's National Centers <br />for Environmental Information (NCEI). Results of past hazard events were found through <br />searching the NCEI Storm Event Database. The USACE studies were reviewed for their <br />assessment of risk and potential projects in the region. Information from the State Demographer <br />was reviewed for population and other projections and included in Section 3 of the Plan. <br />Information from the Texas Forest Service was used to appropriately rank the wildfire hazard, and <br />to help identify potential grant opportunities. Materials from FEMA and TDEM were reviewed for <br />guidance on Plan Update development requirements. <br />NCORPORATION OF EXISTING PLANS INTO THE HMAP PROCESS <br />A Capability Assessment was completed by key departments from the City of San Marcos which <br />provided information pertaining to existing plans, policies, ordinances, and regulations to be <br />integrated into the goals and objectives of the Plan Update. The relevant information was included <br />in a master Capability Assessment, Appendix F. <br />Existing projects and studies were utilized as a starting point for discussing hazard mitigation <br />actions among Planning and Consultant Team members. For example, mitigation projects <br />completed by the City of San Marcos include promoting Flood Insurance through community <br />outreach, creating a Dam Safety Table -top Exercise Program, as well as developing and <br />City of San Marcos I Hazard Mitigation Action Plan Update 2024 1 Page 8 <br />
