SECTION 2: PLANNING PROCESS <br />implementing a Cooling Plan that evaluates the risks of excessive heat and pursues strategies to <br />implement cooling stations. <br />Finally, the 2018 State of Texas Hazard Mitigation Plan, developed by TDEM, was discussed in <br />the initial planning meeting in order to develop a specific group of hazards to address in the <br />planning effort. The 2018 State Plan was also used as a guidance document, along with FEMA <br />materials, in the development of the City of San Marcos Hazard Mitigation Action Plan Update <br />2024. <br />INCORPORATION OF NTO OTHER PLANNING <br />MECHANISMS <br />Planning Team members will integrate implementation of the Plan Update with other planning <br />mechanisms for the City of San Marcos, such as the Emergency Operation Plan and future <br />updates to the Vision SMTX Comprehensive Plan. This section discusses how the Plan will be <br />implemented by the City of San Marcos. It also addresses how the Plan will be evaluated and <br />improved over time, and how the public will continue to be involved in the hazard mitigation <br />planning process. <br />The City of San Marcos will be responsible for implementing hazard mitigation actions contained <br />in Section 20. Each hazard mitigation action has been assigned to a specific City department that <br />is responsible for tracking and implementing the action. <br />A funding source has been listed for each identified hazard mitigation action and may be utilized <br />to implement the action. An implementation time period has also been assigned to each hazard <br />mitigation action as an incentive and to determine whether actions are implemented on a timely <br />basis. <br />The City of San Marcos will integrate hazard mitigation actions contained in the Plan Update with <br />existing planning mechanisms such as floodplain ordinances, Emergency Operation Plans, <br />Evacuation Plans, and other local and area planning efforts. The City of San Marcos will work <br />closely with area organizations to coordinate implementation of hazard mitigation actions that <br />benefit the planning area financially and economically. <br />Upon formal adoption of the Plan Update, Planning Team members will review existing plans <br />along with building codes to guide development and ensure that hazard mitigation actions are <br />implemented. Each of the City departments will be responsible for coordinating periodic review of <br />the Plan Update with members of the Advisory Planning Team to ensure integration of hazard <br />mitigation strategies into these planning mechanisms and codes. The Planning Team will also <br />conduct periodic reviews of various existing planning mechanisms and analyze the need for any <br />revisions or updates in light of the approved Plan Update. The City of San Marcos will ensure that <br />future long-term planning objectives will contribute to the goals of the Plan to reduce the long- <br />term risk to life and property from moderate and high-risk hazards. Within one year of formal <br />adoption of the Plan, existing planning mechanisms will be reviewed and analyzed as they pertain <br />to the Plan Update. <br />Planning Team members will review and revise, as necessary, the long-range goals and <br />objectives in its strategic plan and budgets to ensure that they are consistent with the Plan Update. <br />City of San Marcos I Hazard Mitigation Action Plan Update 2024 1 Page 9 <br />
