SECTION 2: PLANNING PROCESS <br />Furthermore, the City of San Marcos will work with neighboring jurisdictions to advance the goals <br />of the Plan Update as it applies to ongoing, long-range planning goals and actions for mitigating <br />risk to natural hazards throughout the planning area. <br />Table 2-3 identifies types of planning mechanisms and examples of methods for incorporating the <br />Plan into other planning efforts. <br />Table 2-3. Examples of Methods of Incorporation <br />City of San Marcos I Hazard Mitigation Action Plan Update 2024 1 Page 10 <br />Various departments and key personnel that <br />participated in the planning process will review this <br />Plan Update and mitigation actions therein when <br />Annual Budget Review <br />conducting their annual budget review. Allowances <br />will be made in accordance with grant applications <br />sought, and mitigation actions that will be <br />undertaken, according to the implementation <br />schedule of the specific action. <br />Prior to any revisions to the Capital Improvement <br />Plan (CIP), City departments will review the risk <br />assessment and mitigation strategy sections of this <br />Capital Improvement Plans <br />Plan Update, as limiting public spending in <br />hazardous zones is one of the most effective long- <br />term mitigation actions available to local <br />governments. <br />The City of San Marcos adopted The Vision SMTX <br />Comprehensive Plan, the City's General Plan, in <br />General Plan <br />2023. In future revisions and updates to the General <br />Plan, the mitigation vision and goals of this Plan <br />Update will be reviewed. <br />Floodplain management plans include preventative <br />and corrective actions to address the flood hazard. <br />Floodplain Management <br />Therefore, the actions for flooding and information <br />Plans <br />found in Section 10 of this Plan Update discussing <br />the people and property at risk of flooding will be <br />reviewed and revised when updating the flood <br />management plans or developing new plans. <br />This Plan Update will be evaluated when grant <br />Grant Applications <br />funding is sought for mitigation projects. If a project <br />is not in the Plan Update, a Plan Revision may be <br />necessary to include the action in the Plan. <br />Currently, the City of San Marcos has regulatory <br />plans in place, such as Emergency Operations <br />Regulatory Plans <br />Plans, Continuity of Operations Plans, Land Use <br />Plans, and Evacuation Plans. This Plan Update will <br />be consulted when City departments review or revise <br />their current regulatory planning mechanisms or in <br />City of San Marcos I Hazard Mitigation Action Plan Update 2024 1 Page 10 <br />
