SECTION 2: PLANNING PROCESS <br />the development of regulatory plans that are not <br />currently in place. <br />Appendix F Capability Assessment provides an overview of the City's existing planning and <br />regulatory capabilities. These existing capabilities provide the mechanisms to implement the <br />City's mitigation strategy. For example, the adoption of building codes and implementation of land <br />use regulations have been demonstrated to help communities avoid losses from natural hazard <br />events. In 2023, the City of San Marcos adopted the 2021 versions of the International Building <br />Code, International Residential Code, International Energy Code, and the International Fire Code. <br />The ordinance through which these codes were adopted also states the City will update and make <br />changes, if necessary, to these codes to meet the unique needs of the community. This ordinance <br />went into effect on April 1, 2023. <br />It should be noted for the purposes of the Plan Update that the 2018 HMAP has been used as a <br />reference when reviewing and updating all plans and ordinances for the entire planning area. The <br />Emergency Management Plan developed for the City of San Marcos is updated every five years <br />and incorporates goals, objectives, and actions identified in the mitigation plan. <br />FLAN REVIEW AND PLAN UPDATE <br />As with the development of Plan Update, the City of San Marcos will oversee the review and <br />update process for relevance and if necessary, make adjustments. At the beginning of each fiscal <br />year, Planning Team Members will meet to evaluate the Plan and review other planning <br />mechanisms to ensure consistency with long-range planning efforts. In addition, planning <br />participants will also meet once a year, by conference call or presentation, to re-evaluate <br />prioritization of the hazard mitigation actions. <br />TIMELINE FOR IMPLEMENTING MITIGATION ACTIONS <br />Both the Executive Planning Team (Table A-1, Appendix A) and the Advisory Planning Team <br />(Table A-2, Appendix A) will engage in discussions regarding a timeframe for how and when to <br />implement each hazard mitigation action. Considerations include when the action will be started, <br />how existing planning mechanisms' timelines affect implementation, and when the action should <br />be fully implemented. Timeframes may be general, and there will be short-, medium-, and long- <br />term goals for implementation based on prioritization of each action, as identified on individual <br />Hazard Mitigation Action worksheets included in the Plan Update for the City of San Marcos. <br />Both the Executive and Advisory Planning Team will evaluate and prioritize the most suitable <br />hazard mitigation actions for the community to implement. The timeline for implementation of <br />actions will partially be directed by the City's comprehensive planning process, budgetary <br />constraints, and community needs. The City of San Marcos is committed to addressing and <br />implementing hazard mitigation actions that may be aligned with and integrated into the Plan <br />Update. <br />Overall, the Planning Team is in agreement that goals and actions of the Plan Update shall be <br />aligned with the timeframe for implementation of hazard mitigation actions with respect to annual <br />review and updates of existing plans and policies. <br />City of San Marcos I Hazard Mitigation Action Plan Update 2024 1 Page 11 <br />
