<br />9. Secure federal funds to develop a motorized trolley <br /> transportation system and begin implementation of that system. <br />10. Establish an aviation conference center at the San Marcos <br /> Municipal Airport and continue to develop airport facilities in <br /> accordance with the Airport Master Plan. <br />11. Complete the Master Plan Update. <br />12. Approve and implement the capital improvements program (CIP). <br />13. Pursue interlocal agreements, grants and contracts in order to <br /> share the cost of services. <br />14. Sell City-owned parcels and surplus goods when appropriate. <br />15. Continue employee merit program. <br />16. Provide appropriate incentives for recruitment, hiring and <br /> procurement among under-represented population groups. <br />17. Maintain the security of City investments and depository <br /> agreements, monitor CRA activity locally, and assure <br /> appropriate levels of fund balance in major funds. <br />18. Identify and provide for new and replacement capital needs <br /> (beginning in FY91-92). <br />19. Fund Social Services at .02 cents of tax rate or 4% of tax <br /> collections. <br />20. Investigate and implement alternate methods for controlling <br /> energy costs. <br />
