In addition, the <br />City shall promo.te. flexibility in public/private partnerships, sound <br />economic development, intergovernmental cooperation and protection <br />of our natural. resources and the environment. <br /> In compliance with. the City Charter, the San Marcos. City <br />Council presents the following, policy statement for use by the City <br />Manager in the preparation of the proposed Fiscal Year 1991-1992 <br />Budget. <br /> POLICY STATEMENT <br />1. Provide City Services in a professional, courteous and <br /> efficient manner. <br />2. Develop safe and adequate water supplies and expand delivery of <br /> City water service. Employ conservation and water resource <br /> management. techniques. <br />3. Deliver the highest poss.ible quality of wastewater treatment <br /> and. promote the reuse of treated wastewater, and expand <br /> delivery of city wastewater service. The long-term goal is to <br /> build a tertiary treatment plant. <br />4. Provide funding for street overlay and repair. Work closely <br /> wi th the County on joint street projects. <br />5.. Implement 911, proceed with the expans.ion of police facilities., <br /> continue participation in the Hays County Drug Task Force, and <br /> continue to upgrade training for fire and police.. <br />6. Locate and design library facilities. <br />7. Broaden the tax base through economic development and continue <br /> to implement. community development to include low-income <br /> hous.ing, neighborhood and downtown revitalization, and parks <br /> maintenance and upgrading. <br />8.
